Job Description: We are seeking a highly skilled and experienced Lead Cyber Engineer to oversee a dynamic team of engineers and subject matter experts specializing in Risk Management Framework (RMF), Cryptography (Crypto), Program Protection, Certificate to Field (CtF), and Authority to Operate (ATO). The ideal candidate will have a proven track record in cyber security leadership, technical expertise, and the ability to guide and mentor a diverse team. The Senior Cyber Engineer will work closely with cross-functional teams to ensure project success and alignment with strategic objectives.
Program Overview: The Resilient Missile Warning and Missile Tracking (RMWT) Ground Management and Integration (GMI) program will support the management and integration of ground system capabilities for missile tracking satellites. This includes the development of a primary MEO Satelite Operations Center (MSOC) and Ground Entry Points (GEPs) to facilitate the operations of missile tracking satellites.

Key Responsibilities:
- Lead and manage a team of cyber engineers and subject matter experts in RMF, Crypto, Program Protection, CtF, and ATO processes.
- Develop and implement comprehensive cyber security strategies and programs to protect our systems and data.
- Assist in authoring technical documentation including test plans, test procedures, technical white papers, and test reports.
- Use industry accepted and in-house developed tools to collect and aggregate cyber security data for use in identifying non-compliant system settings, exploitable threats, and other system vulnerabilities.
- Assist in communication with system developers to further understanding of cyber security concepts and implemented controls.
- Oversee the design, implementation, and maintenance of secure systems and networks, ensuring compliance with relevant regulations and standards.
- Evaluate, select, and deploy cryptographic solutions to safeguard sensitive information and communications.
- Lead the development and execution of program protection plans to mitigate potential threats and vulnerabilities.
- Manage the Certificate to Field (CtF) process, ensuring that all deployed systems meet the required security standards before fielding.
- Guide the team through the Authority to Operate (ATO) process, ensuring timely and successful ATO approvals.
- Provide technical leadership and mentorship to team members, fostering a collaborative and innovative work environment.
- Stay current with emerging cyber security trends, technologies, and threats, and apply this knowledge to enhance our security posture.
- Collaborate with cross-functional teams to align cyber security initiatives with business objectives.
- Prepare and present detailed reports on cyber security activities, risks, and remediation efforts to senior leadership and stakeholders.
- Assist in the authoring and peer-reviews cyber security test plans and detailed test procedures that include step-by-step instructions for using advanced cyber security tools.
- Enhance cyber security testing processes and procedures through feedback and implementation and assist in the reporting on cyber security program activities to upper management as requested.
- Conduct technical reviews and assessments to ensure quality and compliance with project specifications.
Qualifications
Required Skills and Qualifications:
- Active TS/SCI clearance
- Bachelor's degree in Cyber Security, Computer Science, Information Technology, or a related field. Advanced degree preferred.
- Minimum of 9 years of experience in cyber security, with at least 5 years in a lead or management role.
- In-depth knowledge and hands-on experience with RMF, Crypto, Program Protection, CtF, and ATO processes.
- Strong understanding of regulatory requirements and standards, including NIST, FISMA, and ISO 27001.
- Proven experience in designing and implementing secure systems and networks.
- Excellent leadership, communication, and interpersonal skills.
- Ability to effectively manage multiple projects and priorities in a fast-paced environment.
- Relevant certifications such as CISSP, CISM, CRISC, or equivalent are highly desirable.
Preferred Qualifications:
- Experience working with government and defense agencies.
- Familiarity with advanced cyber security tools and technologies.
- Strong analytical and problem-solving abilities.
- Ability to work independently and as part of a team.
- Experience with incident response and threat management.
