Program Overview
RIVA Solutions is supporting the Department of Commerce (DOC) to deliver mission-critical IT modernization and cybersecurity services. This effort focuses on enhancing the security, reliability, and efficiency of DOC's infrastructure, driving forward their mission of advancing broadband access, data-driven policymaking, and secure communications through modern digital tools and compliance with federal standards.

Position Overview
RIVA Solutions is seeking an Enterprise Architect/Engineer to provide technical leadership and operational hands-on execution skills for O&M and modernization projects under the program. This role will focus on ensuring sustainment of the IT infrastructure and management of projects with mission goals. As team leader, you will guide development of modernization roadmaps and achieve system availability, reliability, and maintainability (ARM) service level objectives, ensure compliance with security policies, and oversee the execution and closure of the daily operational load of break-fix and service request tickets.

Core Responsibilities:

Lead the design and integration of modern, scalable systems aligned with business and mission objectives, including both on-premises and Azure cloud components.
Collaborate with stakeholders to identify technology gaps and recommend innovative, forward-thinking solutions.
Ensure architectural alignment with federal standards including NIST, FISMA, and Department of Commerce guidelines.
Create and maintain technical and administrative artifacts, such as, system and network diagrams, standard operating procedures (SOPs), schedules, and workforce management plans.
Support Azure cloud strategy, zero-trust initiatives, cybersecurity integration, and data governance frameworks.
Guide technical teams on IT issue resolution related to escalated trouble and service tickets as well as system engineering best practices. Technical services include, but are not limited to:
Active Directory, Safeboot, MS Exchange, Password Resets, firewall changes, port activation, Wi-Fi connectivity, DHCP/DNS/VPN changes, remote access requests, calendar and file share requests, service availability monitoring/escalation, configuration management,
Evaluate emerging technologies and their applicability to NTIA mission and infrastructure.
Facilitate enterprise-wide alignment for IT investments, risk mitigation, and lifecycle planning.
Minimum Qualifications:

Bachelor’s degree in Information Technology, Computer Science, or a related field
Minimum 8 years of experience in Cloud Engineering and Cybersecurity
Hands-on MS-Windows server administration experience, preferably with MCSA or other relevant certifications
Active Secret clearance or higher
Hands-on experience with maintaining operations for mission-critical production IT services in a federal environment
Demonstrated experience with Microsoft Azure cloud modernization strategies and cybersecurity frameworks
Manage team through oversight of tickets in queues, implementing procedures for operational excellence, and providing performance feedback to team members
Must be able to work on-site at DOC HQ (1401 Constitution Ave NW, Washington, DC). Remote work is not optional, except for weather-related site closures.
Other Highly Preferred Qualifications:

Microsoft Azure Cloud Architecture/Engineer certification (Highly preferred: AZ-104, Microsoft Azure Administrator, and AZ-109, Azure Fundamentals)
Experience with Department of Commerce IT systems or programs.
Experience with the following technologies:
Microsoft BigFix endpoint management platform, used for patch management, endpoint assessments, integration, etc.
Virtual Servers and Virtual Desktop Interface (VDI) experience in a MS Azure environment, including building/decommissioning virtual servers
MS Intune for endpoint management and security
Microsoft mailbox migration
Understanding of network engineering (i.e., VLANs, firewalls, etc.)
Ability to manage a geographically distributed team (DC and CO)
Salary: Up to $175,000 depending on experience
