Position Summary

Odyssey Systems has an exciting opportunity providing Advisory and Assistance Services for the Unified Data Library (UDL) as a UDL Allied Exchange (Axe) Integrator supporting the US Space Force, Space Systems Command, Global Mission Data Dominance (GMDD) branch (USSF SSC SYD 85/BNN). The GMDD branch executes activities in support of the alignment of key space data initiatives. The GMDD data portfolio includes data as service, translations as a service, network enterprise strategy, international, and data onboarding initiatives to meet evolving Space Domain Awareness (SDA) user data needs and objectives. Consumers and producers of data are internal and external to the USSF. The SDA mission includes the execution of system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems, including the evolution of legacy architectures, supporting communication systems, network, and data systems. The GMDD branch supports SSC's data library, data federation, and cloud architecture initiatives. The Unified Data Library (UDL) is the foundational source to access and manage SDA data supporting USSF operational systems. The UDL AxE system supports the mission by ingesting, processing, and distributing US and allied/partner sovereign data.

This is a full-time position supporting the UDL Program Management Office on site in downtown Colorado Springs, CO with occasional work at Peterson SFB, Schriever SFB, and other locations in Colorado Spring, CO.

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an UDL AxE Integrator, you will work closely with the Government UDL/AxE Program Manager and provide Advisory and Assistance Services support in all areas of Program Management including but not limited to, action plans, schedules, risk management, and contractual oversight of data onboarding initiatives associated with the development, modification, upgrade, and sustainment of the SDA mission focusing on AxE. The UDL is the foundational source to access and manage SDA data supporting USSF operational systems. Duties include, but are not limited to:
  • Apply Program Management knowledge and experience to advise the Government Program Management Office
  • Assure that short and long-range strategic plans and actions are consistent with service goals, schedules, policies, and objectives
  • Prepare strategic recommendations for the development and completion of activities to accomplish the goals and objectives of the department
  • Provide programmatic and technical support for initial customer engagement of allied and foreign data providers and consumers and UDL Data Onboarding activities specifically in conjunction with the Space Domain Awareness mission to evolve the current data onboarding and data portfolio capabilities
  • Develop and maintain strong stakeholder relationships with US Space Force (USSF), USSPACECOM, SSC, STARCOM, CFC, National Partners, International Partners, COCOMs, and intelligence organizations
  • Coordinate with appropriate agencies and provide technical information to support data sharing agreements, MOU, MOAs with International Partners
  • Develop and maintain technical roadmaps of AxE space onboarding activities that include dependencies by other organizations to complete policy and network activities prior to International data onboarding to AxE
  • Coordinate with appropriate network organizations (DISA, Spartan, MeshOne-T, SDANet and others) to facilitate network connectivity of International Partners with AxE
  • Develop Service Level Agreements and MOAs for network connectivity
  • Oversee management and monitor all AxE space data onboarding activities using agile processes; exhibit close collaboration with data stakeholders and other USSF data programs
  • Review and provide comments/input to the development of AxE data onboarding projects to include review of requirements documents, interface control documents (ICDs) and other system specifications ensuring that technical and support requirements and strategies are addressed. Includes strategic recommendations to facilitate the improvement of onboarding and the implementation cross domain solution strategies
  • Conduct analysis of project data and requirements; Assist the Government to oversee and report on project cost, schedule, risks and risk mitigation
  • Develop and execute integrated risk reduction recommendations and mitigations
  • Support directives, issuances, memoranda, policy statements, and other written guidelines and recommendations related to AxE space onboarding
  • Support the resolution of project issues and deficiencies with prime and support contractors; Assist the Government to manage prime contractor performance as directed by the Government Program Manager
  • Work closely with the UDL Architect in identifying platform/architectural requirements to support international partner data onboarding
  • In conjunction with USSF, assist with the identification and development of standards for data sharing with International Partners
  • Support stakeholder engagement on matters affecting program execution
  • Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies
  • Travel to CONUS and OCONUS locations upon government direction
  • Other duties as required/requested by the Government within the constraints of the S3 contract


Qualifications

Citizenship: Must be a US Citizen

Minimum Required Qualifications:

Clearance: Active TS/SCI, agreeable to polygraph

Education: Bachelor's degree in business, Systems Engineering, Engineering Management, Computer Science, Software Engineering, or a related field

Years of Experience: 8 or more years of experience performing program management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency acquisition organization

Other:
  • Some technical awareness of SDA data systems, networks, interfaces, architectures, and data flows, data formats
  • Knowledge of and experience in data modeling
  • Knowledge of and experience with Agile Systems implementation
  • Knowledge of Confluence and JIRA tools (Atlassian Tools)
  • Understanding of processes by other agencies in establishing data sharing agreements with International Partners
  • Some knowledge operational DoD and Intelligence Community (IC) data formats, standards, policies, and procedures
  • Able to brief and interact comfortably and professionally with senior leadership
  • Strong customer engagement experience
  • Persistent work ethic to promptly and consistently engage with stakeholders
  • Ability to manage, coordinate and track 30+ simultaneous AxE onboarding activities; this will require extreme attention to detail and discipline in managing day-to-day onboarding activities
  • Travel to CONUS and OCONUS locations at the request of the Government
  • Other duties as required/requested by the Government within the constraints of the S3 contract

Preferred Qualifications:

Clearance: Active TS/SCI, current polygraph

Education: Master's degree in business, Systems Engineering, Engineering Management, Computer Science, Software Engineering, or a related field

Years of Experience: 12 or more years of experience performing program management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency acquisition organization

Certifications: Certifications: PMP or DAU/DAWIA equivalent Program Management certification

Other:
  • Strong technical awareness of SDA data systems, networks, interfaces, architectures, and data flows, data formats
  • Strong knowledge operational DoD and Intelligence Community (IC) data formats, standards, policies, and procedures
  • Demonstrated experience successfully executing major projects, providing expert advice to colleagues, and presenting innovative recommendations for advancing programs and/or methods

Additional Information:

Location: Work is performed on site at the UDL Program Management Office in downtown Colorado Springs, CO with occasional work at Peterson SFB, Schriever SFB, and other locations in Colorado Spring, CO.

Travel: Up to 20% to CONUS and OCONUS locations upon Government direction
