In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions; (2) working with pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources (people, money, or equipment); (3) working with key personnel and lines of authority to coordinate activities and the flow of information efficiently and effectively; and (4) working with information security, policies, and procedures.

EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of missions and functions and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
2. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied.
3. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization.
4. Knowledge of a full range of general management and administrative principles, practices, methods, and techniques and skills for use in simple and complex work assignments.
5. Knowledge and skill in the application of workflow and task management directives, instructions, policies, procedures, and guidance. Ability to prepare and present information to senior leadership and to effectively communicate both in writing and verbally.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to coordinate diverse planning effects and to make instant decisions and select a course of action in a face paced environment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Plans, schedules, and conducts meetings and/or projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of the Office of the Secretary of the Air Force, Studies and Analysis (SAF/SA) work operations. Recommends meeting time, place, location, participation, and purpose for senior leaders of SAF/SA, undertaking and/or tasking internal assessments as needed based on expert judgement to accomplish senior leader intent.
- Plans, organizes, and oversees the workflow management for the SAF/SA. Provide executive support to the Director and Career Service Executives in accomplishing multiple and sometimes simultaneous administrative functions found in an office of a military function.
- Effectively, communicates complex information, concepts, or ideas in a confident, well-organized manner. Experienced in multi-tasking and possesses the ability to make decisions in a fast-paced environment.
