Epsilon Systems Solutions, Inc. is seeking a full-time Financial Analyst I in Norfolk, VA.

Job Summary: The Financial Analyst I shall provide financial data collection, data entry, and data analysis for the N43 financial director in support of COMNAVSURFLANT program and type desk managers.

Duties and Responsibilities:
  • Enter financial amendments from N43 staff into key COMNAVSURFLANT financial execution documents and databases to include N43 finance Program Summary, FRMS, CFMS, SABRS and ERP.
  • Assist Financial Director with the development and maintenance of the FRMS database software with USFFC program developer by identifying data and user requirements to efficiently develop and modify the software to adapt to N43's dynamic financial processes.
  • Use CNSL databases and reports to provide financial data and analysis for ad hoc queries.
  • Review financial documents issued by Budget Activity/Functional Program to ensure they are consistent with established budget formulation and execution processes.
  • Identify financial deviations and monitor and report to ensure that variances are resolved through written and verbal coordination with USFFC, COMNAVSURFLANT, and RMCs
  • Review and analyze funding requests from COMNAVSURFLANT TDOs/TDAs. Generate funding document in CFMS. Monitor and track movement of funds through the approval process and intervene as necessary to coordinate transfer of funds provided to the RMCs from SURFLANT.
  • Generate draft centrally managed account funding documents.
  • Assist in creation, track and review Centrally Managed accounts funding documents and correct Resource Sponsor (RS) and Program Element (PE) as necessary in support of improving financial accuracy and accountability.
  • Analyze and identify underperforming N43 Ship Maintenance Programs and make recommendations for efficient use of funds.
  • Analyze and process current year ship maintenance requirements, controls, and fiscal transactions of RMCs.
  • Update current year fiscal transaction records at COMNAVSURFLANT, USFFC, and RMCs associated with N43 Ship Maintenance.
  • Update CNSL Program Summary Checkbook daily.
  • Analyze and reconcile current year fiscal transaction records at COMNAVSURFLANT, USFFC, and RMCs associated with N43 Ship Maintenance.
  • Assist and/or develop draft Flag Level Monthly Financial Briefs and supplementary briefs as needed.
  • Attend meetings and report outcomes of meetings to the Finance Director as needed.
  • Required Qualifications:
  • Five (5) years' experience in budgeting/finance/accounting or Bachelor's degree in Accounting, Finance, or Business.
  • Two (2) years' experience specifically with Navy Logistics, Accounting, or Ship Maintenance is desirable.
  • Proficient with Microsoft Excel and able to generate graphs, produce pivot tables, and use macros and formulas to perform financial and budget analysis and report findings to government lead.
  • Five (5) years experience specifically with Navy budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects, and understanding of Navy POM process.
  • Journeyman knowledge and skill in the application of Navy Financial Systems (SABER, FRMS, etc.) and Microsoft applications (Word, Access, PowerPoint, Excel).
  • Proficient in use of Microsoft Office applications.
  • Effective oral, written, communication, and presentation skills.
  • Strong customer focus and effective inter-personal skills.
  • Strong organizational and leadership skills.
  • Professional and mature demeanor in all conduct with all levels of employees.
  • Strong time management skills, prioritization, and follow through.

  • Ability to maintain strict confidentiality.
  • Ability to obtain and maintain a Secret security clearance.
  • Must be a U.S. Citizen pursuant to the various government contractual requirements
Preferred Qualifications:
  • Active Duty and Government Service experience in NAVSEA/Regional Maintenance Center/Shipyard domains is a plus.
ADA Notations:
  • Frequently required to sit for long periods of time, stand, walk and may occasionally lift and move 25 pounds.
  • Ability to travel by car, air or other means of transportation.
  • Ability to climb aboard ships and military vessels, if required.
  • Typical office environment.
