Torch Technologies is seeking a Senior Technical Writer to join a team to support the development and sustainment of systems assigned to the Air Force Human Resources Systems Division at Randolph AFB, TX. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division.
As a Senior Technical Writer your duties will include the following, but are not limited to:

Torch Technologies is seeking a Senior Technical Writer to join a team to support the development and sustainment of systems assigned to the Air Force Human Resources Systems Division at Randolph AFB, TX. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division.
As a Senior Technical Writer your duties will include the following, but are not limited to:
- Apply writing skills and an understanding of the appropriate equipment and systems.
- Provide competencies to apply writing skills with substantial knowledge of the basic principles and specialized vocabulary of appropriate subject-matter fields to enable accurate communication of scientific and technological developments to expert and other interested audiences.
- Supports the acquisition and development of the Air Force Intergrated Personnel and Pay System (AFIPPS) and includes strategic and enterprise planning capabilities, consulting, and executive support
- The development of specifications showing the characteristics and capabilities;
- The design and test requirements of equipment and systems;
- The development of training, operating, or maintenance manuals associated with equipment and systems;
- Reporting research findings and agency decisions;
- Articulate agency policies;
- Explain technical aspects of agency programs to those affected with materials that explain technical information in such a way as to make it clear without sacrificing thoroughness and accuracy;
- Ensure materials are:
- Consistent with agency policy and with other information presented by the agency,
- Meet the style requirements of the agency and the publication, and
- Are written at an appropriate level for the intended audience;
- Use desktop publishing hardware to draft, edit, and lay out material and sometimes to design, print, and distribute it;
- Manage individual or serial publications from initial conception and content determination through distribution and coordination of the activities of other publishing personnel;
- Make final reviews of proposed publications for style, design, layout, and editorial aspects before release.
- Prepare original papers, articles, or reports in scientific, technical, or professional fields based on research, interviews with experts and program officials;
- Sometimes observe or participate in tests and experiments
- Prepare manuals for training in or guidance on the operation or maintenance of technical equipment and systems, or specifications for the development or purchase of such equipment and systems; or,
- Use their knowledge of the language and methods used in the specialized field to understand and work with technical information.
- Obtaining, analyzing, and selecting the pertinent information;
- Determining the most logical and effective sequence of the narrative;
- Determining the overall length and tone based on the objectives, the medium, and the audience;
- Writing the material;
- Consulting on or selecting illustrative material;
- Preparing the material for publication;
- Writing technical direction on product announcements, marketing brochures, advertisements, and marketing specifications;
- Meeting with customer representatives, vendors, system engineers, and program managers to establish technical specifications;
- Studying drawings, specifications, mockups, and product samples;
- Creating user documentation for a variety of material, including how-to guides and instruction manuals;
- Preparing charts, graphs, or forms to go along with rough drafts;
- Ensuring document contents follow required formats;
- Writing clear and concise policies and procedures;
- Ensuring consistency of wording among multiple documents;
- Creating table of contents and cite sources;
- Submitting copies to managers for feedback;
- Maintaining electronic library or all signed documents and final presentations; or,
- Providing updates and different editions.
Required Qualifications:
- U.S. Citizenship
- Master's or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD. OR
- Bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD. OR
- 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoD.
- Develop and maintain comprehensive program documentation (plans, minutes, logs, reports).
- Design and create visually compelling PowerPoint presentations for executive audiences.
- Coordinate program activities, including meetings and workshops.
- Develop program metrics and create data visualizations (e.g., dashboards, charts) to track progress, identify trends, and support data-driven decision-making.
- Identify opportunities to improve documentation, communication, and scheduling processes.
- Technical writing experience within the Department of Defense relative to information and/or business systems environment;
- Excellent writing skills and strong command of the English language including grammar;
- Strong attention to detail;
- Ability to work well with other organizations and personnel with disparate backgrounds;
- Strong organizational skills and ability to multi-task;
- Strong technical, analytical and interpersonal skills;
- Ability to work independently and with a team;
- Experience in MS Office software, including MS Excel, MS Word and MS PowerPoint required; and,
- Experience in MS Project and MS Access.
- Must have and maintain a Secret level DoD security clearance
Preferred Qualifications:
- Clear and concise technical writing that translates complex concepts into audience-appropriate content.
- Proficiency with documentation and publishing tools (e.g., MS Word, Adobe Acrobat, MadCap Flare, Confluence, SharePoint).
- Strong skills in information gathering, including interviewing subject matter experts and analyzing technical data.
- Editing and consistency in applying style guides, grammar, and terminology across deliverables.
- Schedule Management - Effective time and project management to handle multiple priorities and meet deadlines with minimal oversight.
