Summary:
The Surveillance Coordinator is responsible for planning, coordinating, and executing all surveillance-related support for RAST training events. Acting as the primary integrator between surveillance teams, exercise control, logistical partners, and customer leadership, this role ensures training lanes operate smoothly, safely, and in compliance with PWS requirements.
The coordinator manages team scheduling, oversees operational logistics, provides subject-matter instruction, and ensures surveillance and exercise support functions are delivered to the highest standard. This position is critical to maintaining behind-the-scenes continuity, preventing disruptions, and enabling instructors, students, and stakeholders to focus on learning outcomes.

Responsibilities

Surveillance Team Management
- Lead and manage multiple surveillance teams supporting concurrent training lanes.
- Synchronize team coverage, staffing, and resources across organizational campuses and CONUS training locations.
- Ensure surveillance personnel are properly briefed, prepared, and aligned with training objectives and safety protocols.
- Exercise Control & Training Support
- Serve as Exercise Control Lead for all RAST events, coordinating with instructors, observers, and customer representatives.
- Oversee end-to-end exercise support to ensure seamless execution and real-time adaptability during training.
- Provide instruction in surveillance photography, foot/vehicle/multi-mode surveillance, and profile/disguise techniques.
- Logistics, Scheduling & Resource Coordination
- Manage scheduling and tasking of Surveillance Role Players (SRPs) and independent contractors (1099s).
- Coordinate lodging, rental vehicles, infrastructure, and equipment with external vendors.
- Ensure all logistics and administrative tasks are executed efficiently to avoid disruptions.
- Maintain financial discipline and track expenditures to stay within budget.
- Program Design, Evaluation & Improvement
- Develop procedures, policies, and training support strategies aligned with customer goals.
- Assess training effectiveness through metrics, feedback, and surveys; recommend improvements.
- Collaborate with internal teams and customer leadership to refine lane content and enhance delivery.
- Customer Coordination & Stakeholder Engagement
- Act as a primary point of contact for surveillance support requirements.
- Tailor programs to meet evolving customer expectations and operational realities.
- Ensure timely communication, proactive problem-solving, and high-quality service delivery.
Required Qualifications:
- Prior U.S. Armed Forces service or minimum four (4) years leading and managing surveillance teams.
- Proven ability to manage multiple surveillance teams across concurrent training venues.
- Ability to support training at organizational campuses and other CONUS locations.
- Bachelor's degree from an accredited institution.
- Active Top Secret clearance with eligibility for SCI/SAP access.
Preferred Qualifications:
- Demonstrated excellence in leading, managing, and motivating surveillance teams in dynamic or multi-lane training environments -prioritized above prior administrative or coordination experience.
- Experience supporting RAST or similar high-demand surveillance/UTS training programs.
- Background in exercise control or operations-intensive training environments.
- Strong vendor management, logistics, and scheduling experience.
- Ability to work effectively with 1099 personnel, contractors, and multidisciplinary teams.
