Chronos Operations (CO) is a wholly-owned subsidiary of Chenega Corporation, an Alaska Native Corporation based in Anchorage, AK. Belonging to the Military, Intelligence, and Operations Support (MIOS) Strategic Business Unit (SBU), Chronos has a culture rooted in integrity, respect, and exceptional performance. Chronos is headquartered in Colorado Springs, CO, and provides mission-critical services in Advanced Analytics & AI, Software Engineering, Cybersecurity, Information Technology, and Intelligence.

The IT Program Manager II is responsible for providing management oversight, strategic planning, and resources needed to execute the contract requirements for the Joint Operation Planning and Execution System (JOPES) and Transportation Visualizer (TransViz).

Responsibilities

  • Provide technical/management leadership for all requirements and establish goals and plans that meet project and program requirements from inception to completion.
  • Responsible for developing and implementing strategic plans and aligning them with overall business goals and objectives.
  • Direct and control activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met.
  • Interaction involves client negotiations and interfacing with senior management, internal and external leadership, and technical experts, and serves as a liaison between business and technical aspects of projects.
  • Author, develop, deliver, and maintain program management delivery requirements
  • Exercises control over personnel responsibilities for specific functions or phases of programs.
  • Selects personnel according to knowledge and experience in the area with which the programs are concerned.
  • Confers with staff to explain programs and individual responsibilities for functions and phases.
  • Directs and coordinates activities concerned with carrying out program objectives.
  • Reviews reports and records to ensure progress and program objectives and modifies or changes methodology as required.
  • Prepares program reports for superiors.
  • Controls expenditures in accordance with budget allocation.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in information technology, program management, or related field preferred. Additional years of experience may be used in lieu of a degree.
  • 10+ years DoD/TRANSCOM program management, contract execution, stakeholder engagement, risk/quality management.
  • Program Management Certification (PMP) required.
  • Must have an active Secret Clearance.


Knowledge, Skills, and Abilities:
  • Proficiency in program management tools and methodologies
  • Exceptional written and verbal communication skills
  • Demonstrated ability to interact with a wide variety of key stakeholders to ensure timely responses for all communications and deliverables across all projects.
  • Knowledge of contract execution and experience ensuring compliance with regulations and performance standards.
  • Knowledge of risk management and quality assurance with the ability to identify, mitigate, and monitor program risks.
  • Superb planning, coordination, and organizational skills.
  • Results-driven with a positive attitude and a high degree of initiative and responsiveness.
  • Ability to multitask, meet tight deadlines, and attend to details while staying focused on key priorities and management.
  • Ability to work nights, weekends, and holidays as required.
  • Ability to travel up to 10%.
  • Must demonstrate good judgment and a pragmatic approach to delivering a solution that optimizes architecture activities across company needs, business constraints, and technological realities.
  • Good work ethic and active desire to learn.
  • Skillful time management and organizational skills to set and meet deadlines.
  • Ability to work both independently and within a team.
  • Ability to work effectively in a team environment to encourage collaboration, innovation, and continuous improvement.
