MANTECH seeks a motivated, career customer-oriented Waterfront Engineer to join our team in Rota, Spain This is an Onsite and OCONUS position.The Surface Maintenance Engineering, Planning, Program (SURFMEPP) maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process. SURFMEPP is headquartered at the Norfolk Naval Shipyard in Portsmouth, VA.Responsibilities include, but are not limited to:Provide on-site support (physical presence) in all Fleet Concentration Areas (FCA) to maintain relationships and communications pipelines with Regional Maintenance Center (RMC), Type Commander (TYCOM), Fleet and numbered fleet commander staff in each FCA. Manage Baseline Availability Work Package (BAWP) for assigned surface ships throughout the recurring deployment, repair, and training cycles by utilizing Maintenance and Material Management (3-M) database, Maintenance and Ship Work Planning (M&SWP) database, NAVSEA Data Environment (NDE), Navy Maintenance Database (NMD), Advanced Industrial Management (AIM), Fleet Technical Support (FTS), Technical Assistance and Assessment Scheduling (TAAS), Validation, Screening and Brokering (VSB), and/or other applications as needed.Review / verify status of accomplishment of maintenance actions by visiting work sites and maintaining visibility of work candidates in VSB, NMD, FTS, TAAS, and other applicable databases. Conduct ship visits to assess, evaluate, and monitor key platform and system condition and maintenance issues.Track Mandatory Technical Requirements (MTR) throughout the Optimized Fleet Response Plan (OFRP), from the pre-push review from M&SWP, to the Current Ships Maintenance Plan (CSMP) shore file in VSB, all the way to execution via TAAS and NMD, and through to closeout in VSB. Plan, organize and conduct the Life Cycle Planning Conference (LCPC) and CSMP/Departure from Specification (DFS) Mid-Cycle Review Conference, Closeout meeting and other meetings as needed. Generate a BAWP Tracker containing all MTR status: document and report risk to MTR completion. Organize and execute milestone stakeholder meetings and participate in applicable Maintenance Team meetings.Conduct Work Item Review to ensure MTRs are aligned for execution in accordance with technical guidance. Conduct Request Contract Change (RCC) review to trigger analysis. Represent the Class Maintenance Plan with the Maintenance Team and stakeholders advocating for the planning, execution, and completion of all MTRs.Attend and assist with off ship maintenance team meetings such as Planning Board for Maintenance (PB4M), Chief of Naval Operations (CNO) Availability Planning, and Total Ships Readiness Training (TSRA) to enhance tracking the life cycle health of each surface ship.Minimum qualifications:Greater than 10 years relevant professional experienceRelevant experience will include:Supervisory experience in planning and execution of US Navy Surface Ship maintenance, onboard US Navy Ships at a Regional Maintenance Center, a Work Item Specification Planning Activity, a ship yard performing depot level maintenance on US Navy Surface Ships.Experience using these or similar applications: Fleet Technical Support (FTS); Validate, Screen and Broker (VSB); Navy Maintenance Database (NMD); Advanced Industrial Management (AIM) and Maintenance and Material Management System - Open Architectural Retrieval System (3M-OARS) to plan, track and review maintenance and maintenance scheduling. Knowledgeable in conducting work item specification or technical document reviews associated with the planning and execution of depot level maintenance.Ability to draft briefs and presentations related to maintenance or modernization of US Navy shipsFamiliarity with governing documents related to husbanding of ships throughout a maintenance cycle and Navy CorrespondenceProficient with Microsoft Office Applications (Power Point, Word, Excel, SharePoint)Ability to supervise and mentor less experienced employeesPreferred Qualifications:Experience as a Naval Supervising Authority Project Manager or a U.S. Navy Port Engineer.Conducting work specification or technical review in planning and execution of depot level maintenanceGood communication and briefing skillsFamiliarity with Microsoft ProjectProficiency with Navy Maintenance databases (VSB, NMD, 3M-OARS, M&SWP, NDE, AIM) to plan, track and review maintenance and maintenance schedulingProblem-solving, analytical, mathematical, and organizational skillsClearance Requirements:Must be a US Citizen and possess a current/active Secret Security ClearancePhysical Requirements:Must be able to visit ships and shipyardsMust be able to work in an office setting, remaining stationary position 50%.Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.Often positions self to maintain computers in the lab, including under the desks and in the server closet.Frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
