The ideal candidate will coordinate resources, manage dependencies, and communicate effectively with stakeholders at all levels of the organization. This will be a hybrid role based out of Philadelphia, PA supporting NSWCPD.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Responsibilities:
- Lead cross-functional programs from inception to completion, establishing clear goals, timelines, and success metrics
- Develop and maintain program roadmaps, schedules, and resource plans
- Identify and manage risks, dependencies, and issues; implement mitigation strategies
- Facilitate communication between teams and stakeholders through regular updates and reporting
- Drive operational excellence through process improvement and best practices
- Manage program budget and resource allocation effectively
- Track program progress and provide visibility to leadership
Required Qualifications

- 5+ years of experience in program or project management supporting DOD or Navy programs.
- Familiarity with U.S Navy HM&E related programs and systems or with similar products/services
- US Citizen with an active Secret clearance.
- Proven track record of successfully delivering complex, cross-functional projects
- Proficiency with program management tools and methodologies
- Ability to manage a small team and/or delegate tasking to individual team members
- Attend and plan organizational meetings in support of project management and stakeholder engagement
Desired Qualifications
- Master's degree in relevant field preferred
- Familiarity with LBES support capabilities and contract databases related to government contracting
- Familiarity with System Health Assessment capabilities and necessities supporting the DoD industry specifically supporting U.S Navy HM&E related programs and systems
- Cinsistent expertise with budgeting, forecasting and resource management
