Duties
As a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), GS-2152-13, you will manage and direct Air Traffic Control (ATC) tower and radar approach control (RAPCON) functions. The scope of which includes all manpower, organizations, management, and training activities; provides oversight for the appropriation and use of resources, financial issues, and equipment for ATC operations.
1. Plans and directs, on a multi-year basis, tasks to be performed by ATC personnel. Determines priorities, assigns tasks, and delegates responsibilities to the shift supervisors. Provides direction and makes decisions regarding problems. Interprets higher headquarters and Federal Aviation Administration (FAA) policy statements and provides specific guidance for ATC personnel. Determines effect and makes recommendations on such issues as policy statements or proposed rules changes presented by higher headquarters or FAA. Services as expert counsel on trends, planning and developments in the National Airspace System (NAS) to ensure operational preparedness. Ensures integrity of classified programs and operations. Incumbent is the immediate (first-level) supervisor of air traffic controllers who are actively engaged in the separation and control of air traffic.
2. Develops and negotiates written agreements and other matters pertaining to facility operation with management members of FAA facilities, the local airport, and military units. Formulates noise abatement procedures and serves as community focal point concerning noise abatement proposals and procedures. Analyzes and verifies data supporting Airbase Installation Compatibility Use Zone (AICUZ) program requirements and services as operational coordinator regarding AICUZ issues to Environmental Engineering.
3. Ensures ATC services and ATC equipment are provided at optimum operational levels. Constructs and implements facility shift schedules. Establishes facility operational and administrative procedures and develops evaluation criteria. Maintains technical and administrative skills relevant to ATC to ensure effective and efficient operation of facilities in accordance with FAA, US Air Force (USAF), Air National Guard (ANG), and Department of Defense (DoD) regulations and directives.
4. Evaluates unusual requirements, formulates solutions, and directs development of instruments approach or departure procedures to accommodate local needs. Ensures Terminal Instrument Procedures (TERPS) are reviewed, directs obstacle evaluations regarding proposed construction, and makes recommendations to the FAA. Evaluates airspace requirements, formulates modification, and negotiates proposals with the FAA. Originates requests for environmental assessments pertaining to TERPS and airspace modifications, serves as ATC liaison to Environmental Engineering and is attentive to environmental topics.
5. Ensures optimum staffing levels by anticipating increases in operational demands. Determines staffing requirements, temporary or otherwise, and directs acquisition measures. Appraises and selects candidates for employment. Renders advice, counsel, and instruction to employees. Evaluates job performances, writes appraisals, and directs remedial measures to correct discrepancies. Assesses and authorizes personnel actions, disciplinary measures, and policy changes. Makes determinations on grievances unresolved by subordinates. Originates and/or evaluates employee award nomination packages and approves submission. Grants leave to employees based on facility staffing and operation requirements. Ensures validity of ATC specialist's medical certificates and the integrity of random drug-testing programs.
6. Originates and implements facility training agenda, specifies evaluation standards, and ensures compliance with USAF/ANG regulations. Determines standards and evaluation criterion regarding individual employee performance.
7. Manages and directs facility budget preparation and submits budget to ANG/host base support function. Plans and programs ATC and ATCALS requirements and manages acquisition of equipment or upgrades to ATC facilities. Provides insight concerning revisions of USAF/ANG fiscal policy or acquisition procedures. Ensures facility participation on base ATCALS committee.
8. Conducts and directs aircraft accident reporting or ATC incident inquires. Ensures accurate accurate and timely reports to agencies or departments having oversight responsibility. Implements and ensures compliance with operational and occupational safety programs. At the direction of the host commander incumbent chairs base Air Traffic Control and Landing Systems Boars. Incumbent represents Air Traffic Services on the Base Safety Board.
9. Performs other duties as assigned.

1. Comprehensive knowledge of and experience in standard administrative and correspondence practices required to manage administrative functions such as; publications, technical orders, operating instructions, filing plans, etc. is required. General knowledge of military; organization, including familiarity with ANG/USAF Major Command hierarchy and internal structure, operational methods, rank, customs, and protocol is needed.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
3. Comprehensive knowledge of and experience in community relations dealing with sensitive issues, working with the media under normal and emergency conditions, and supervising airshow/concentrated military exercises or similar public/military aviation events. Necessitates routing contact, coordination, and negotiation with managers and staff of Airport Management, military units, and regional FAA ATC facilities. Necessitates occasional contact with area airport operators, public/special interest groups, and members of the civilian flying community. Contact involves: Formal/informal meetings, conferences, public forums, and telephone conversations.
4. May occasionally be required to work other than normal duty hours; COMPENSATORY time may be required.
5. Working knowledge in the development and maintenance of Terminal Instrument Approach Procedures (TERPS) and Airspace designs is desired.
6. Wear of the military uniform is prohibited while in technician status.
7. Must be able to meet and maintain required medical standards for ATC duties IAW USAF Directives.
8. Position is subject to random drug testing.
9. Must possess current and valid FAA ATC Specialist Certificate/Control Tower Operator Certificate (CTO).
10. Participation in direct deposit is mandatory.
11. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
Qualifications
A GS-11 and higher Air Traffic Control Specialist is a graduate of a formal DoD/DOT basic air traffic control course and will obtain and maintain facility-ratings in dual ATC facilities (RFC/GCA/Radar Approach Control (RAPCON)/Control Tower).
GENERAL EXPERIENCE : All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE : Must have at least 12 months experience equivalent to at least GS-11 or GS-12, respectively. Experienced in a military or civilian air traffic facility. Experienced Air Traffic Controller leadership roles in multiple ATC facility-rated locations (control tower and radar). Experienced facility chief at low-density towers, radar or airspace information centers or served as a facility chief in tactical towers, GCA radars and AICs. Experienced in managing the administration work of an ATC facility. Formulated and coordinated letters of agreement, operations letters and facility memorandums. Prepared duty rosters and assigned duties to personnel. Knowledgeable in facility flight check requirements for navigational aids, radar and radio communications equipment. Experienced in the planning and organizing ATC activities for tower, GCA radar, airspace information centers and verified facility compliance with Army and FAA standards. Evaluated ATC operations and work performance. Reviewed and prepared reports. Coordinated ATC activities with other facilities. Prepared and updated situation maps. Prepared Standard Instrument Approach, Enroute, and Departure Procedures (TERPS) for assigned facility/NAVAID.
