  • In-depth knowledge of test and evaluation programs as it relates to IT systems operating in a client/server environment as well as various cloud technologies.
  • Advanced IT principles, concepts, methods, standards and practices to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency.
  • Mastery and expert knowledge of technological advancement in the area of Information System (IS) services, defining issues and problems and to advise on all phases of IS and on long-range information management strategies and plans.
  • Comprehensive knowledge of concepts, policies, procedures and implementation strategies, to accomplish delivery of DISA business requirements, processes, products and services throughout the full life cycle.
  • Develops and maintains business, systems, and information processes to support enterprise mission needs; develops information technology (IT) rules and requirements that describe baseline and target architectures.

  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

GG-14
  • Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards
  • Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
  • Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
  • Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions

Qualifying Experience:

In addition to meeting the basic requirement, applicants must possess qualifying experience. To qualify at the GG-14 grade level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience using Search Processing Language (SPL) Query, forensics/analytics, data interpretation/enrichment, Splunk configuration adjustment/knowledge object management, data feed management, Splunk OR ticket metrics reporting, and user management along with IT-related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

There is no substitution of education for qualifying experience at the GG-14 grade level.

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
