The Portfolio Manager will be responsible for the successful execution of BD activities and the management of the contract and successfully won Task Orders, to include the quality of services delivered. The position is responsible for ensuring that Task Orders (TO), deliverables, deadlines, contract terms and conditions are in alignment and in accordance with the PWS and FAR while ensuring customer satisfaction. The Portfolio Manager serves as a representative of the company and shall have organizational authority to execute the requirements and serves as the senior authority on the Program/Contract/TOs. In this role, the Portfolio Manager will provide direction, prioritization, coordination, and conflict resolution while overseeing the contracts. This position will also oversee communications and required reporting to ensure both compliance and relationship building with the government and/or customer. In addition, this position will provide leadership and guidance for all contractor management and be responsible for OSC Edge customer first culture.

Responsibilities:
- Oversees, directs, and manages contract operations, involving multiple contracts, complex and inter-related project tasks
- Manages Program Managers and supports Government customers in the information technology domain.
- Maintains and manages the client interface at the senior levels of the client organization.
- Meets with customer and contractor personnel to formulate and review task plans and deliverable items.
- Ensures conformance with program scope, budget, task schedules and performance
- Establishes clear roles, responsibilities, lines of authority, communications, and accountability among contractor staff in their interaction with their government counterparts
- Communicating with and meeting COR and government customers and vendors
- Implements and provides guidance related to processes and policies.
- Directs and oversees an organization's planning function to promote organizational effectiveness
- Provides strong leadership, including mentoring Program Managers to provide top tier employee matters/issues, improve processes, procedures, and standards.
- Supports and utilizes best practices in program and project management
- Oversight on special projects and activities
- Focuses on Business Development opportunities
- Serves as a OSC Edge Brand ambassador
- Works with the Proposal team on RFI's, RFP's and proposals as needed
- Performs other tasks as required by OSC and the Government contracting office
Required Qualifications/Education and Experience:
- Bachelor's degree is required or equivalent experience (preferably in Information Technology, Information Management, or Cyber Security)
- Must have and maintain a Secret personnel clearance
- Ten (10) or more years' intensive and progressive experience working in IT or engineering industries
- Minimum of 10 years' experience in DoD Federal Contracting Management
- Must have demonstrated ability to handle increasing levels of responsibility and lead effectively
- Experience in developing, planning and implementing successful business strategies in Federal Contracting, DoD experience is preferred
- Proficiency of government contracts, administration, and finance matters
- Ability to multi-task and possess a strong analytical mindset and problem-solving orientation
- Ability to work well with people at all levels is essential
- Ability to achieve company and contract objectives
- Ability to multi-task and assist with schedule prioritization and management
- Extensive professional experience in leadership roles
- Prior experience managing IT professionals and financial success in on organizational unit
- Strong ability to manage multiple priorities, resources, customers, and managers with a focus on consistency and accuracy
- Prior experience as senior-level project manager with a demonstrated ability to lead
- Excellent written and verbal communication skills
- Ability to work with all levels of management
- Must have a PMP Certification
- Must have expert knowledge of a variety of computer software applications such including MS Project
