MANTECH seeks a motivated, career customer-oriented Master Specification Catalog (MSC) Planner to join our team in Portsmouth, VA This is an Onsite position.
The Surface Maintenance Engineering, Planning, Program (SURFMEPP) maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process. SURFMEPP is headquartered at the Norfolk Naval Shipyard in Portsmouth, VA.

Responsibilities include but are not limited to:
- Support the MSC Management Officer by developing and maintaining catalog templates, implementing directed changes from the Standard Specifications for Ship Repair and Alteration Committee (SSRAC), and other tasks concerning MSC maintenance
- Work within Navy Maintenance Database (NMD) as a planner working principally within Mechanical Disciplines.
- Knowledge of the Joint Fleet Maintenance Manual (JFMM), especially Volume II (Integrated Fleet Maintenance) and Volume VII (Contracted Ship Maintenance).
- Ability to write work item specifications/templates and estimate in accordance with Appendix 4-E of the JFMM.
- Have a thorough knowledge of NAVSEA Standard 4-E phraseology and how to use it in developing work Templates.
- Experience with Navy maintenance work specifications, NAVSEA Standard Items, cost estimating techniques and Joint Forces Maintenance Manual costing requirements.
- Ability to conduct self and peer review of MSC Templates for appropriateness of technical and administrative requirements.
- Ability to conduct technical research in support of MSC template development, obtaining information from anyone of several Navy technical repositories [e.g. Combined Regional Technical Library (CORETL) or Model Based Product Support (MBPS)].
Minimum Qualifications:
- 10+ years relevant professional experience in Navy Maintenance or Modernization Availability Planning including experience with Navy/Military Maintenance
- Experience with Navy/Military Maintenance Database Programs (i.e. VSB, NMD, CCIMS, OARs, VSB or similar)
- Experience training and mentoring less experienced employees
- Experience speaking in front of Senior Military and Government Officials and large audiences, utilizing great customer interaction
- Experience with Microsoft Office Programs
Preferred Qualifications:
- 15+ years relevant professional experience in Navy Maintenance or Modernization Availability Planning including experience with Navy/Military Maintenance
- Experience and knowledge of regulations, policies and precedents governing ship repair, availability and management methods, practices and problems
- Skill in organizing and making presentations, orally and in writing, which persuade or influence managers to accept proposals and recommendation and in composing complex problem oriented correspondences, and PowerPoint presentations
- Ability to represent the organization in meeting and conferences
Security Requirements:
- Must be a US Citizen and a current/active Secret Security Clearance.
Physical Requirements:
- Ability to transport and lift up to 30 lbs.
- Ability to climb up to four (4) flights of stairs, planks or galley ways
- Crawling and maneuvering in confined spaces or bilge areas, if required
- Operate standard office equipment
- The person in this position must be capable to go onboard a ship in an operational and industrial environment
- Able to climb ladders and go through scuttles onboard vessels
- Must be able to remain in a stationary position 50% of the time
