As a Lead Program Analyst at the NH-0343-4 some of your typical work assignments may include:
  • Serve as expert planner, analyst, and advisor to agency management on integrated master schedules, schedule risk assessments, program cost analysis, long-range fiscal program planning, and commercial issues for key agency programs.
  • Ensure that MDS program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies.
  • Compare actual program developments against approved plans and baselines to identify potential and actual problems.
  • Execute baseline remedial and preventive actions and report findings and recommendations to leadership.
  • Develop acquisition strategies and recommends courses of action to keep programs on or ahead of schedule.
  • Ensure cost, schedule, and technical assessments of acquisition programs are capabilities driven, employ spiral development processes, integrated, and deliver expected performance within cost and schedule, at reasonable risk.
  • Conduct or manage schedule analysis of proposed changes to the MDS baseline configurations throughout the change management process.
  • Provide managerial and technical leadership to develop and implement successful MDS program planning, budget development, integrated logistics, acquisition and operational policies, plans, and assessments.
  • Serve as expert planner, analyst, and advisor to agency management on integrated master schedules, schedule risk assessments, program cost analysis, long-range fiscal program planning, and commercial issues for key agency programs.
  • Conduct or manage schedule analysis of proposed changes to the MDS baseline configurations throughout the change management process.
  • Participate in integrated product teams and working groups to examine and analyze complex MDS scheduling issues and provides agency senior leadership with options for resolving issues.

  • This is an acquisition position coded Advanced in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 48 months of entry into position.
  • Incumbent must acquire 80 Continuous Learning Points every 24 months.
  • Employee must obtain/maintain a Non-Critical Sensitive/Secret clearance
Qualifications

You may qualify at the NH-04 if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH - 03 grade level in the Federal service: Applicants are required to meet 2 of 4 statements in order to be qualified.
  • Collaborate cost and schedule data analysis with all levels of Agency personnel to resolve non-routine operational problems on a wide variety of information, topics and issues.
  • Lead Schedule Deep Dives (SDDs) as part of Integrated Baseline Review (IBR) process to ensure contractor Integrated Master Schedule
    (IMS) deliverable captures entire scope of work, is executable within the period of performance, and identify risks pertaining to facilities and resources.
  • Identify schedule risk areas, track schedule metrics, critical path drivers and/or impacts to programs or defense system milestones, and prepare recommendations for leadership.
  • Develop solutions or improvements to various cross-organization internal procedures and methods as required by various acquisition and budgetary laws, policies and regulations and precedents applicable to the administration of one of more programs.

Substitution of education may not be used in lieu of specialized experience for this grade level.
