Duties
The purpose of this position is to be responsible for administering and coordinating a complex Federal assistance agreement (grant, cooperative agreement), and support agreement portfolio which includes serving as a technical authority and resource with external recipients, Army National Guard (ARNG) units, Air National Guard (ANG) wings, in some states United States Space Force squadrons, and Joint Forces Headquarters staff offices.
1. Plans, organizes, directs, controls and reviews complex long range (5 year agreement plan) Cooperative Agreements and related functions.
2. Advises others including Federal staff, and non-Federal recipients to accomplish the program goals.
3. Evaluates state mission effectiveness regarding the Cooperative Agreements Program.
4. Conducts cooperative agreement council meetings for the purpose of updating policy and procedures to reflect current regulatory changes.
Perform other duties as assigned.

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4
Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those current Vermont National Guard employees who are in a permanent or indefinite technician status as result of being competitively hired by the Vermont National Guard.
Area II: All current Federal Employees from any agency.
Area III: All current and former members of the VTNG.
Area IV: Area IV: United States citizens.

SPECIALIZED EXPERIENCE GS-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which includes experience of an administrative nature, which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts, and practices applicable to one or more fields of administration or management. Knowledge to evaluate government programs and operational effectiveness, efficiency, or productively within these agencies, and internal compliance with the policies, laws, and regulations governing these programs. Knowledge of agency programs and activities; agency missions, policies, and objectives; management principles and processes and the analytical and evaluative methods and techniques to assess the Cooperative Agreements Program for efficiency and effectiveness.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.
