Duties

GS-11: The primary purpose of this position is: To perform a wide range of Human Resources (HR) duties at the installation, Direct Reporting Unit (DRU), or Major Command (MAJCOM) level to include employee relations, staffing, placement, performance, performance management, labor relations, and advisory services for a variety of positions in an assigned area or organization.

Duties:

GS-07/GS-09:
  • In a developmental capacity, performs recruitment and placement assignments.
  • In a developmental capacity, provides recruitment and placement, and affirmative employment advisory services.
  • In a developmental capacity, participates in special initiatives, studies and projects, and affirmative employment activities.
  • In a developmental capacity, prepares written correspondence and other documents.
GS-11:
  • Provides employee relations assistance for assigned organizations characterized by a wide range of occupations where work processes are mental, judgmental, involve public contact, or are coordinative in nature.
  • Serves as the primary point of contact for a range of staffing, placement, and position management responsibilities.
  • Provides consultation and assistance on conduct-related issues.
  • Serves as the HR focal point for one or more employee relations programs.
  • Prepares written correspondence and other documentation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201 Series.

GS-07:
SPECIALIZED EXPERIENCE (GS-07): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standard recruitment and placement principles and practices and of the occupational design of various types of positions to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement apply to issues and problems of limited scope and complexity. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
OR
EDUCATION:
Successfully completed at least one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of specialized experience and education as described above. Successfully completed some graduated-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques.
  • Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity.
  • Ability to communicate factual and procedural information clearly, orally and in writing.
  • Ability to gather and analyze facts and draw conclusions from information.
  • Ability to plan and organize work.
GS-09:
SPECIALIZED EXPERIENCE (GS-09): Applicants
must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standard recruitment and placement principles and practices and of the occupational design of positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply them to issues and problems. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
OR
EDUCATION:
Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:

A combination of specialized experience and education as described above. Less than the full amount of specialized experience described in the job opportunity announcement; at least one year of progressively higher level graduate education but have not obtained a master's or equivalent graduate degree. Note: You must submit a copy of official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
  • Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
  • Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
  • Ability to gather and analyze facts and draw conclusions from information.
  • Ability to communicate information clearly, orally and in writing.

GS-11:
SPECIALIZED EXPERIENCE (GS-11):
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
OR
EDUCATION:
Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, major areas of study such as Human Resources, Organizational Management, Organizational Development, Program Management, or related field of study. OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of specialized experience and education as described above. Less than the full amount of specialized experience required but more than 2 years of graduate level education with a major or subject area related to the position to be filled. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of HR concepts, practices, laws, regulations, policies, and precedents related to employee and management relations, staffing, performance management, labor relations, and the relationships between the various personnel disciplines.
  • Knowledge of the laws, executive orders, regulations, policies, and concepts pertaining to personnel management, and a practical understanding of position classification and position management.
  • Knowledge of the methods and techniques of fact finding, analysis, and resolution of complex problems and the development of concrete action plans and/or flexible alternatives to solve problems.
  • Knowledge of required procedures to develop new or modified work methods, processes, and/or procedures to improve organizational efficiency/productivity and knowledge of special recruiting authorities, strategies, incentives, and organizational design.
  • Skill in consensus building, negotiating, coalition building, interest-based bargaining, advocacy, mediation, and conflict resolution techniques sufficient to interact appropriately in emotional situations.
  • Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
