In this position, you will provide senior cybersecurity engineering and architecture expertise and solutioning to the FAA Telecommunications Integrated Services (TIS) organization across a variety of critical network and communication infrastructure programs implemented across a combination of on-premise and cloud-enabled environments. You will work with FAA leaders across a range of organizations, FAA system owners, and system integrators and solution providers to provide objective evaluations and recommendations of security solutions, evaluate alignment to federal and FAA-specific security policies and requirements, and explore emerging cyber security frameworks and solutions to meet FAA system requirements. This position includes management of people.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Specific responsibilities of the position include:
- Support FAA efforts with the evaluation, review, definition, and recommendations on defense-in-depth security architectures enabling Zero Trust CONOPS; assessment of the impact of proposed technologies (like NFV and SD-WANs); analysis of system and network security concepts; and validation of system level solutions and alternatives.
- Serve as senior level expert overseeing a team of system cyber-security engineers providing technical direction, reviewing work products, tracking performance, and ensuring compliance with contract requirements across networking, cloud computing and security architectures.
- Support the coordination, development, and enhancements of cyber security operations between FAA enterprise infrastructure solution providers (including network, security and cloud service providers) and other FAA cyber security programs/organizations.
- Review and advise FAA on vendor-proposed network and security architecture solutions in accordance with the contract specification and FAA policy.
- Support testing of vendor network infrastructure equipment and integration with FAA systems. Ensures secure lab connectivity between local and remote systems. Review/comment on system test plans and reports.
- Engage with senior executives and key stakeholders as trusted advisor on security strategy, services, and processes.
- Lead cybersecurity solutioning and advisory engagements aligned to Noblis corporate business development targets across the Federal Civilian, Intelligence & Law Enforcement, and Defense markets.
- Contribute thought leadership and technical expertise to internal research investments that yield advanced approaches, methods, solutions, and knowledge to combat or mitigate threats across the digital security landscape.
- Managing direct reports, facilitating engagement and career development as well as supporting day-to-day client-facing work as needed
Required Qualifications
- Masters degree, preferably in Computer Science, Information Security, Systems Engineering or equivalent
- 20+ years of related experience
- FAA experience ensuring proposed National Airspace System (NAS) system changes adhere to existing FAA policies, security standards, and best practices.
- Experience managing day-to-day client delivery on a $2M+/year Task Order or Sub Task.
- Experience leading and guiding evaluations of new and emerging technologies such as: Zero Trust Architecture, Software- Defined Networking, Security Orchestration, and policies for their applicability to assist in strengthening the overall security posture of large-scale enterprise with safety-critical operations.
- Experience designing, building, and implementing on-premises infrastructure that provides network segregation and enterprise level security services.
- Experience in assessing and making recommendations of and for interoperability and horizontal integration of enterprise IT systems.
- Experience with Infrastructure Applications, IaaS, PaaS, Cloud Computing (virtualization, platform migration, server consolidation, utility computing, grid computing, VPN, wireless and other mobility platforms, SAN/NAS, messaging, intrusion detection, intrusion prevention, identity & privilege management and authentication).
- Excellent relationship building and management skills.
- 5+ years people management or leadership experience on technical programs.
- Strong technical, verbal, and written skills.
- Active Certified Information Systems Security Professional (CISSP) certification
Desired Qualifications
- Expertise in program and project management theory and practice, ideally with PMP certification
- Familiarity with the FAA's Acquisition Management System (AMS)
