Title: Software Developer
Location: Mount Weather, VA (Work is primarily performed in an office or remote environment with occasional on-site meetings.)
Work Schedule: Full-Time
Security Clearance: Secret / Top Secret

The Software Developer provides expert-level software engineering and cloud development support for the modernization and redevelopment of the Department’s COMSEC Accounting, Reporting, and Distribution System (CARDS). The incumbent will design, develop, test, deploy, and maintain a secure, cloud-native replacement solution that meets DHS and federal COMSEC mission requirements.

The position requires deep experience with modern application development frameworks, AWS cloud services, container orchestration, secure coding, database management, and enterprise software modernization techniques. The Software Developer works closely with cybersecurity, cloud infrastructure, and COMSEC mission stakeholders to ensure mission continuity and system reliability.

Duties and Responsibilities:

Software Development & Modernization:
Re-architect legacy CARDS functionality into a modern, secure, cloud-native application.
Replace deprecated Java client components and redesign user interfaces for modern platforms.
Develop scalable, microservices-based application components deployed via Amazon EKS.
Write high-quality, secure code using contemporary programming languages and frameworks (e.g., Java, Python, Go).

Cloud Architecture & Application Deployment:
Deploy and maintain application components using AWS services, including:
Amazon RDS for PostgreSQL
Amazon EKS, EC2 and EBS
Application Load Balancers
Proficient in Red Hat Enterprise Linux
Implement infrastructure as code (e.g., Terraform or CloudFormation).
Support secure, highly available deployment architectures for mission-critical systems.

Security, Compliance, and COMSEC Mission Support:
Develop applications in accordance with NIST RMF, DHS security policies, and secure coding standards.
Ensure the system meets strict COMSEC keying material handling and accountability requirements.
Prepare documentation and support activities required for the ATO process.
Collaborate with cybersecurity teams to address vulnerabilities and harden application components.

Testing, Troubleshooting, and Quality Assurance:
Develop automated unit, integration, performance, and security tests.
Troubleshoot cloud deployment issues, container orchestration issues, and database performance problems.
Ensure new releases do not replicate legacy CARDS issues such as feature regression or instability.

Collaboration, Technical Consultation, and Communication:
Coordinate with DHS COMSEC COR, system owners, and multi-agency users.
Assist leadership and stakeholders with technical evaluations and system improvement strategies.
Prepare system documentation, diagrams, and configuration guides.

Technical Knowledge:
Expert-level knowledge of AWS cloud services (EKS, RDS, EC2, ALB, EBS, IAM, VPC).
Strong understanding of Kubernetes, Docker, Helm, and microservices architecture.
Proficiency with backend programming languages (Java, Python, Go).
In-depth knowledge of PostgreSQL database design, management, and optimization.
Familiarity with Red Hat Enterprise Linux administration.
Experience with Infrastructure-as-Code (Terraform, CloudFormation).
Understanding of secure development practices and cybersecurity frameworks (NIST 800-53, RMF, Zero Trust).

Required Qualifications:
Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field; or equivalent experience.
5+ years of experience in modern software development and cloud engineering.
Hands-on experience with AWS cloud services, Kubernetes, PostgreSQL, and secure application design.
Experience supporting federal IT environments, preferably DHS, NSA, DoD, or other national security missions.
Eligibility for a Secret or Top Secret security clearance.

Preferred Qualifications:
Experience with COMSEC systems, key management workflows, or high-security environments.
Prior experience supporting ATO processes and security assessment activities.
Familiarity with KeyStone or similar secure communications systems.
Experience migrating GOTS legacy software to modern COTS/GOTS or custom-developed platforms.
