Job Description:

Parsons is seeking a highly motivated and detail-oriented Stakeholder Specialist (Saudi National) to join our Design Management Team. This role will focus on facilitating stakeholder engagement and ensuring smooth coordination and approvals for large-scale infrastructure and building design projects. The ideal candidate will work closely with the Stakeholder Manager and design teams to effectively meet project objectives.

Key Responsibilities:
  • Act as a key member of the Design Management Team, providing support for stakeholder-related activities under the guidance of the Stakeholder Manager.
  • Coordinate and liaise with Stakeholders, Authorities, Consultants, and Contractors to ensure alignment with project requirements.
  • Organize and facilitate meetings, workshops, and presentations with stakeholders, preparing detailed minutes and action plans.
  • Assist in preparing and reviewing document submissions to authorities, tracking submission progress, and providing feedback to the team on required actions.
  • Maintain accurate documentation and tracking of all incoming and outgoing submissions and related correspondence.
  • Support the handover process for design contracts, including coordination, documentation, approvals, and obtaining No Objection Certificates (NOCs) from relevant authorities.
  • Prepare reports, manuals, and guideline documents related to stakeholder engagement.
  • Attend project meetings as required, track stakeholder-related actions, and follow up on progress to ensure timely resolution.
  • Contribute stakeholder and handover updates to weekly and monthly project reports.
  • Notify the Integration Manager of any potential delays or issues affecting project milestones due to stakeholder-related concerns.
  • Support the implementation of Project Management Plans (PMP) and Project Quality Plans (PQP), ensuring alignment with stakeholder requirements and facilitating the integration of related systems and processes.
  • Facilitate structured communication between workstreams, client departments, and internal/external stakeholders to ensure alignment and collaboration.
  • Identify stakeholder needs and develop tailored communication and engagement initiatives to address them effectively.
  • Assist in organizing focus groups involving companies, businesses, and government departments to address project-specific requirements.
  • Contribute to the development of RACI Matrices for internal and external stakeholders to clarify roles and responsibilities.
  • Support the Project Manager in enhancing stakeholder understanding of new processes and technologies within the program.
  • Maintain a commitment to ongoing professional development for personal growth and future opportunities.


Requirements:
  • 0-2 years of experience.
  • Bachelor's degree in engineering or a related field.
  • Previous experience engaging senior stakeholders on design programs involving multiple internal and external parties.
  • Strong ability to collaborate effectively with diverse stakeholders, including experience working with major entities such as Amana, Green Riyadh, SEC, NWC, SWCC, and others.
  • Knowledge of Saudi Arabian regulations and standards.
  • Proven ability to meet tight deadlines in a dynamic and fast-paced environment.
  • High attention to detail and a commitment to delivering excellence.
  • Exceptional interpersonal communication skills, including the ability to present effectively to diverse audiences.
  • Strong judgment, assertiveness, and diplomacy in managing conflicts and high-pressure situations.
  • Proficiency in English (written and spoken), with excellent technical report writing and presentation skills.
  • Advanced proficiency in MS Office Suite (Word, Excel, PowerPoint, etc.).
  • Ability to work independently with minimal supervision.
