As part of the EASS eCMS program supporting modernization and sustainment of VA acquisition systems, the Program Manager provides strategic leadership and direction for complex enterprise initiatives. This role oversees planning, execution, performance tracking, governance, risk management, stakeholder engagement, and delivery across technical and functional workstreams to ensure alignment with mission objectives and program outcomes.
DUTIES AND RESPONSIBILITIES:
• Lead program planning including roadmaps, milestones, resource allocations, and coordination across workstreams.
• Oversee execution of program activities spanning development, testing, training, operations, and communications.
• Identify, assess, and manage risks, dependencies, and issues across the program.
• Facilitate program-level governance meetings, performance reviews, and planning sessions.
• Maintain program documentation including plans, schedules, decision logs, status reports, and dashboards.
• Provide timely communication to stakeholders including progress summaries, risks, impacts, and decision needs.
• Support release planning and readiness activities ensuring alignment of technical, operational, and business needs.
• Ensure delivery quality and adherence to program standards, timelines, and compliance requirements.
• Collaborate with leadership, SMEs, and delivery teams to support continuous improvement and strategic alignment.
• Promote team coordination, accountability, and shared understanding of program goals.
KNOWLEDGE AND SKILLS REQUIRED:
• Minimum of ten (10) years of program management experience overseeing complex IT initiatives.
• Strong understanding of program governance, planning, execution, and performance evaluation.
• Experience coordinating multidisciplinary teams and managing competing priorities.
• Excellent communication, leadership, facilitation, and negotiation skills.
• Ability to synthesize complex information into clear summaries for stakeholders.
• Familiarity with Agile, iterative development, and hybrid delivery approaches.
• Experience preparing executive-level reports, dashboards, and communication products.
KNOWLEDGE AND SKILLS DESIRED:
• Experience working with Federal agencies, particularly the Department of Veterans Affairs
• Program management certifications such as PMP, PgMP, SAFe, or equivalent.
• Experience aligning technical, operational, and business strategies.
• Familiarity with environments built on Azure, .NET, SQL Server, IIS, and related VA enterprise technologies.
EDUCATION:
• Bachelor's degree in Computer Science, Engineering, or a related discipline, or equivalent experience.
CLEARANCE:
• Must be able to obtain and maintain a Public Trust clearance.
