As part of the EASS eCMS program supporting modernization and sustainment of VA acquisition systems, the Senior Communications Specialist develops, delivers, and manages internal and external communication products that support system updates, operational changes, training, stakeholder engagement, and program transparency. The role crafts clear, audience-appropriate communications and ensures consistency across messaging channels used for enterprise programs.

DUTIES AND RESPONSIBILITIES:

  • Develop communication plans, messaging strategies, and stakeholder outreach materials.


  • Prepare newsletters, announcements, release notes, user notices, briefings, and presentation materials.


  • Translate complex system changes and technical information into user-friendly messages.


  • Collaborate with functional, technical, and leadership teams to ensure communications accurately reflect system behavior and program needs.


  • Maintain communication calendars, distribution lists, and stakeholder engagement schedules.


  • Support user readiness activities by preparing communication products aligned with release activities.


  • Ensure communication products are professionally written, accessible, consistent, and aligned with program standards.


  • Track communication effectiveness and incorporate feedback into future messaging.


  • Maintain content repositories and version-controlled documentation.


KNOWLEDGE AND SKILLS REQUIRED:

  • Minimum of seven (7) years of experience in communications, technical communications, or public affairs.


  • Strong writing, editing, message development, and content structuring skills.


  • Ability to translate technical concepts into clear, user-focused communications.


  • Experience supporting communications for large, diverse stakeholder audiences.


  • Strong understanding of communication planning, engagement techniques, and change support.


  • Experience collaborating with technical, functional, and leadership teams.


KNOWLEDGE AND SKILLS DESIRED:

  • Experience working with Federal agencies, particularly the Department of Veterans Affairs.


  • Familiarity with accessibility requirements for communication materials.


  • Experience developing visual communication products or executive-level briefings.


  • Familiarity with environments built on Azure, .NET, SQL Server, IIS, and related VA enterprise technologies.


EDUCATION:

  • Bachelor's degree in Computer Science , Engineering, or a related discipline, or equivalent experience.


CLEARANCE:

  • Must be able to obtain and maintain a Public Trust clearance.


WORK LOCATION:

  • Remote
