As part of the EASS eCMS program supporting modernization and sustainment of VA acquisition systems, the Business Analyst elicits, analyzes, documents, and validates business and functional requirements to support modernization, workflow improvements, system enhancements, and operational effectiveness. This role ensures clarity of requirements, alignment with business needs, and traceability throughout development, testing, and deployment.

As part of the EASS eCMS program supporting modernization and sustainment of VA acquisition systems, the Business Analyst elicits, analyzes, documents, and validates business and functional requirements to support modernization, workflow improvements, system enhancements, and operational effectiveness. This role ensures clarity of requirements, alignment with business needs, and traceability throughout development, testing, and deployment.
DUTIES AND RESPONSIBILITIES:
- Gather and document business requirements, user needs, and functional specifications.
- Develop user stories, acceptance criteria, use cases, workflow diagrams, and process documentation.
- Conduct workflow analysis, identify improvement opportunities, and evaluate impacts of system changes.
- Facilitate discussions with stakeholders, SMEs, and cross-functional teams to refine requirements.
- Support test planning, ensuring requirements are clear, testable, and traceable.
- Assist with development of user guides, communication products, and training materials.
- Participate in Agile ceremonies including backlog refinement, sprint planning, and sprint reviews.
- Validate delivered functionality against requirements and support UAT activities.
- Provide functional insight during troubleshooting and defect triage.
- Maintain documentation including process flows, requirement artifacts, traceability matrices, and functional specifications.
KNOWLEDGE AND SKILLS REQUIRED:
- Minimum of five (5) years as a business analyst or functional analyst supporting enterprise systems.
- Experience documenting requirements, workflows, business rules, and acceptance criteria.
- Ability to translate business needs into structured, actionable requirements for technical teams.
- Strong analytical, communication, facilitation, and documentation skills.
- Experience collaborating with development, testing, training, operations, and UX teams.
- Familiarity with Agile processes and iterative delivery lifecycles.
- Experience using enterprise documentation and collaboration tools.
KNOWLEDGE AND SKILLS DESIRED:
- Experience working with Federal agencies, particularly the Department of Veterans Affairs.
- Knowledge of business process engineering, workflow optimization, or process modeling.
- Understanding of reporting, data validation, and analytics support.
- Experience working in environments built on Azure, .NET, SQL Server, IIS, and related VA enterprise technologies.
EDUCATION:
- Bachelor's degree in Computer Science , Engineering, or a related discipline, or equivalent experience.
CLEARANCE:
- Must be able to obtain and maintain a Public Trust clearance.
