Duties

As a SUPV IT SPECIALST (NETWORK/CUSTSPT), GS-2210-12, this position is located in the Operations Section of a Base Communications Unit at an Air National Guard (ANG) wing. This position serves as the Operations Section supervisor and a senior Information Technology (IT) specialist. The purpose of this position is to perform a full range of supervisory functions providing administrative control and technical direction and oversight for subordinate personnel within the Section. Responsible for analyzing customer requirements and managing the systems administration, optimization, operational requirements and maintenance associated with the various local area/wide area networks (LAN/WAN), wireless systems, and voice systems utilized by both Wing and tenant organizations on the base. Manages customer IT requirements to meet operational, training, and readiness missions. Ensures viable training programs are developed for assigned functions.
1. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of incumbents. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to incumbents on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from incumbents, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of incumbents, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops performance standards. (25%)

2. Provides technical expertise and management oversight, in the installation, administration, optimization, and operation of multiple large and enhanced complex networks and communication systems. Maintains required information assurance certification IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, in order to ensure the rigorous application of information security and information assurance policies, principles, and practices in the delivery of all information technology services. Independently oversees installation, configuration, testing, migration, integration, and operation within the network operating environment, ensuring appropriate allocation of resources and minimal service disruptions, and advises customer support specialists, by providing post-implementation support to end-users. Establishes project plans and priorities and coordinates with appropriate personnel to carry out the plans. Provides guidance to subordinates on the development of complex project plan tasks and timeliness. (25%)

3. Develops and recommends technical solutions to mission and customer requirements. Defines broad objectives as to scope and priorities of projects and requirements in the section and guides subordinates in the achievement of those objectives. Determines time frames and schedules section personnel assignments to meet objectives. Initiates and leads transition meetings to facilitate customer acceptance of systems and operational aspects of the project. Identifies and addresses critical operational issues and certifies operational readiness of networks, equipment, components, software, and systems for organizations located on or serviced by the activity. 4. Manages Commissioning and Acceptance requirements for contractor delivered operating systems and services. Ensures quality control process is utilized for new and existing contracts. Ensures a review of technical specifications and requirements is accomplished for procurement requests submitted to the contracting office. Leads technical team efforts for contract proposal reviews and independently determines adequacy of vendor ability to perform requested service or delivery of requirements. (20%)

5. Adheres to management control plan requirements by conducting self-inspection and staff assistance visits. Resolves identified discrepancies. (10%)

6. Performs other duties as assigned.

  • Incumbent is required to obtain the required certification/recertification for this position as outlined in DOD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005.
  • Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and obtain Special Experience Identifier (SEI) 264, IAW current AF directives. Information Assurance - Technical Level II (IAT II), IAW current AF directives.
  • Personnel assigned to this position must obtain the appropriate certification within six months of being assigned. Failure to satisfactorily obtain and/or maintain updated certifications listed are grounds for termination.

Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard
Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard
Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214)
Area 5: U.S. citizens

GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS:
Work in this series includes managing, supervising, leading, administering, developing, delivering, and supporting information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, networking.

GS-12 and above - 1-year specialized experience equivalent to at least the next lower grade. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
