The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base, California is searching for a Management and Program Specialist (NH-0301-03, GS 12/13 equivalent).
Description:
The Management and Program Specialist will lead and manage the full lifecycle of senior executive talent management activities, including oversight of SES, DISES, SL, HQE and Acquisition Leadership Positions. The role requires daily engagement with senior leadership to define and validate organizational needs, ensuring that all positions align with applicable classification and acquisition criteria, particularly SML/ML roles. Drafting, reviewing, and advising on position descriptions, ensuring alignment with agency missions, leadership competency models, and federal executive qualification standards. On a daily basis, will coordinate closely with HQ SF/S1LO to ensure compliance with Department of the Air Force senior executive policy and hiring guidance, and will liaison regularly with SAF/MRL to include developing, reviewing, and refining executive-level position descriptions, advising on organizational design, and supporting leadership planning to ensure the right leaders are placed in the right roles. Also collaborate with SAF/AQH for oversight and validation of acquisition leadership positions. They will be the subject matter expert on acquisition criteria and will ensure both positions and candidates meet all statutory and regulatory requirements.
The ideal candidate will have a bachelor's degree, experience at FLDCOM or Headquarters Air Force (HAF) experience with Senior Executives and talent management; experience working on a General Officer level staff. May be required to travel by military or commercial aircraft in the performance of TDYs. May be required to work overtime on an unscheduled basis. DoW HR experience, knowledge of MS Office and ability to produce executive quality deliverables. Knowledge of basic HR principles and practices. Excellent communicator (oral and written).

5. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
6. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
7. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
8. Possess strong interpersonal and problem solving skills and the ability to communicate oral presentations where clarity, accuracy, and concise articulation are essential to recommend course of actions, provide advice and guidance to managers, and to ensure precise understanding of technical content.
