  • Accomplishes planning, development, and evaluation activities in support of the unit's aircraft simulator program.
  • Functions as a senior technical advisor and Contract Officer Representative (COR) for contract planning and execution activities.
  • Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information

    • Must be able to obtain and maintain a Secret Security clearance.
    • The employee will be required to perform additional duties inherent to COR function to support daily operations and enhance the 352d Special Operations Wing mission objectives.
    Qualifications

    Conditions of Employment continued:
    • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Previous special operations experience in the following functional areas is highly desired when recruiting for this position: contingency and deliberate planning; aircrew training; strategic planning; requirements validation; operational planning; special operations systems acquisition, and program management.

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Quality Assurance Series, 1910.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector) practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include; Comprehensive and thorough knowledge of the full range of principles, concepts, and methodology related to quality assurance functional programs, and considerable skill in applying this knowledge to the planning and accomplishment of a variety of difficult and complex work assignments. Extensive knowledge of acquisition quality assurance concepts, principles, methods, and practices and skill to design, plan, and implement an effective and economical quality assurance program. - Comprehensive knowledge of aircraft simulator product characteristics; production methods; special processes; interrelationship of parts, components, and subassemblies; inspection and test techniques; and preservation, packaging, and packing methods to determine conformance of product to technical requirements of the contract and related specifications.

    EDUCATION:
    Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. NOTE: You must submit a copy of your transcripts with your application.

    COMBINATION OF EXPERIENCE AND EDUCATION:
    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of quality assurance methods, regulations, principles, and procedures in order to conduct inspections, audits, evaluations, and assessments, and projects that support the development, acquisition, production, use, and sustainment of electronic aircraft simulator systems and related formal training programs.
    2. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of unit level training plans and programs to include contracted product development and services.
    3. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations; including knowledge of the DoD acquisition process.
    4. Knowledge of the application of Air Force maintenance/logistics expertise as it applies to assigned programs; and assigned weapons or training systems.
    5. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
