In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
Attention to Detail - Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - Developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - Identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
In addition to meeting the basic requirement, applicants must possess qualifying experience.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:
Experience involving the development and implementation of life-cycle IT project management processes; OR developing acquisition strategies; OR providing technical support to senior leadership that involves activities such as strategic planning, policy and standards development, workforce development, and architecture and infrastructure planning and management as it relates to information security.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Education
There is no substitution of education for the qualifying experienceat the GG-14 grade level.

- Implements centralized life cycle management, direction and guidance for acquisition, sustainment and implementation.
- Develops integrated information requirements and architectures along with policies, procedures, plans, programs, and budget needs for managing communications, visual information, data, and automation.
- Develops acquisition strategies, program planning, technology infusion, milestone review preparation, and requirements allocation.
- Provides advanced technical support and guidance to staff in matters relating to information technology (IT) management issues that involve a wide range of IT management that apply to an entire organization or major components of an organization.

- Must be a U.S. Citizen.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
- Must obtain Acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position.
- Must complete an OGE Form 450, Confidential Financial Disclosure Report.
- Travel is Occasional.
- This is a drug testing position.

- This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
- If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
- This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
- A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
- Accepting this position, you may be required to serve a three year probationary period to evaluate your fitness and whether your continued employment advances the public interest.

- Program Management Advanced: Selectee must have their Program Management Advanced Certification (or be eligible for certification within 48 months of appointment) in the DAWIA Program Management Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 48 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
