As part of the EASS eCMS program supporting modernization and sustainment of VA acquisition systems, the Azure DevOps Manager serves as the delivery enabler for Agile teams, combining Scrum Master leadership with deep technical ownership of DevOps pipelines, environment readiness, and automated delivery workflows. This role drives team performance, ensures reliable CI/CD operations, embeds DevSecOps practices into daily delivery, removes system-level blockers, and ensures Agile teams can deliver high-quality increments consistently and predictably.

DUTIES AND RESPONSIBILITIES:

  • Facilitate Agile ceremonies including daily scrums, sprint planning, sprint reviews, backlog refinement, and retrospectives for development teams.


  • Ensure backlogs are well-groomed, actionable, and aligned with release priorities and program needs.


  • Identify, track, and remove delivery impediments related to tooling, environments, dependencies, or pipeline failures.


  • Monitor Agile flow metrics (velocity, throughput, cycle time, defect trends) and coach teams on improving predictability and delivery quality.


  • Design, manage, and optimize Azure DevOps CI/CD pipelines supporting automated builds, testing, deployments, and environment provisioning.


  • Implement automated quality gates, static code analysis, dependency scanning, and security validation within pipelines.


  • Manage branching strategies, pull requests, approvals, and repository health to maintain clean version control practices.


  • Ensure environments are aligned, stable, and prepared to support iterative development, testing, and deployment cycles.


  • Collaborate across engineering, QA, security, architecture, release, and operations teams to coordinate cross-team workflows and integrated delivery.


  • Support sprint-to-sprint and release-to-release planning, ensuring technical and operational readiness for each increment.


  • Develop and maintain delivery dashboards, pipeline analytics, work tracking queries, and reporting used for team and program visibility.


  • Continuously evaluate delivery bottlenecks, propose process improvements, and drive adoption of automation and best practices.


  • Coach product owners on story refinement, acceptance criteria quality, and effective backlog structure to support predictable Agile flow.


  • Promote a culture of accountability, continuous improvement, and DevSecOps maturity across the delivery teams.


KNOWLEDGE AND SKILLS REQUIRED:

  • Minimum of seven (7) years in DevOps, Agile delivery management, or combined technical leadership roles.


  • Experience serving in roles such as Scrum Master, Agile Delivery Manager, or Release Train Engineer with hands-on DevOps responsibilities.


  • Expert-level proficiency with Azure DevOps Services (Boards, Pipelines, Repos, Test Plans, Artifacts, and Dashboards).


  • Strong understanding of Agile delivery frameworks (Scrum, Kanban) and scaled practices.


  • Hands-on experience implementing and troubleshooting CI/CD pipelines, automation scripts, build/release workflows, and environment configurations.


  • Strong understanding of continuous integration, automated testing, code quality enforcement, and secure delivery practices.


  • Ability to identify and remove cross-team and system-level blockers affecting Agile flow.


  • Strong communication, facilitation, negotiation, and coaching abilities.


KNOWLEDGE AND SKILLS DESIRED:

  • Experience working with Federal agencies, particularly the Department of Veterans Affairs.


  • Familiarity with GitHub Enterprise integrated with Azure DevOps.


  • Experience implementing continuous testing, shift-left quality, and DevSecOps automation.


  • Knowledge of Microsoft DevOps maturity models and DORA metrics.


  • Experience working in environments built on Azure, .NET, SQL Server, IIS, and related VA enterprise technologies.


EDUCATION:

  • Bachelor's degree in Computer Science , Engineering, or a related discipline, or equivalent experience.


CLEARANCE:

  • Must be able to obtain and maintain a Public Trust clearance.
