Job Description
ECS is seeking an Engagement Operations Specialist to work in our Arlington, VA office.
ECS is seeking talented professionals to join our successful and growing team supporting the Cybersecurity and Infrastructure Security Agency's (CISA) Joint Cyber Defense Collaborative (JCDC). The JCDC is CISA's flagship initiative for uniting government, industry, and international partners to proactively defend against cyber threats. Our ECS team is at the center of providing support to JCDC's critical mission as they continue to plan, share, and respond to cyber threats in real time to support the greater cyber community.
The Engagement Operations Specialist will support the JCDC Partnerships Office by guiding how JCDC shares, collaborates with, and provides cyber threat solutions to its partners across diverse stakeholder groups in the public and private sectors. This position involves a major data quality effort by cleaning, organizing, and translating a large contact database to inform data storytelling.

- Review, clean, and organize large datasets, improving accuracy and consistency to support effective engagement decisions.
- Plan, organize, and execute segmentation strategies for a large contact list, developing audience groups for broad versus targeted outreach.
- Collaborate with multiple stakeholders to understand JCDC partner requirements and apply consistent tagging logic to categorize contacts by sector, priority level, or engagement type.
- Analyze data trends, gaps, risks, or dependencies to advise senior team members.
- Maintain awareness of critical infrastructure sector and emerging needs to help map stakeholders to the appropriate sectors for targeted engagement.
- Conduct periodic audits of contact records to maintain accuracy and quality over time.
- Support stakeholder interactions and administrative functions of engagement activities.
- Collect and organize project data to support analysis, reporting, and recommendations.
- Collaborate with cross-functional teams to collect and organize project data for analysis, reporting, and recommendations.
- US citizenship with an ability to obtain and maintain DHS Suitability (EOD) and be TS-SCI eligible.
- Bachelor's degree with 5+ years of relevant experience in cybersecurity, State/Local Emergency Management, Stakeholder Engagement or related field.
- Excellent data management skills ideally in CRM/marketing platforms.
- Ability to translate large datasets to build clear audience segments that support strategic engagement and data storytelling.
- Experience driving operational response by mobilizing specific groups toward a clear goal.
- Strong organizational skills and attention to detail, with high tolerance for repetitive work
- Strong relationship management skills with the ability to manage sensitive partnerships and align efforts with mission priorities.
- Ability to learn quickly in a dynamic, collaborative environment.
- Ability to take initiative as a self-starter, ask clarifying questions, and take directions.
- Strong written and verbal communication of technical and non-technical materials.
- Proficiency with Microsoft Office (Word, PowerPoint, Excel) and tools such as Power BI or CRM systems.
- Familiarity with project management concepts
- Federal consulting experience in a fast-paced matrixed environment.
- Experience supporting engagement or partnership programs in government, critical infrastructure, or cybersecurity-adjacent environments.
- Familiarity with the operations and mission of CISA, JCDC, or other federal cybersecurity organizations.
- Knowledge of critical infrastructure sectors and stakeholder mapping
