We are currently seeking an experienced Subcontract Program Manager to manage subcontract and procurement efforts supporting the FAA Program. The successful candidate will work closely with technical/program teams as needed to define program support elements to be subcontracted or procured. Responsibilities will also include supporting proposal efforts, developing action and mitigation plans, regularly engaging with subordinates, and collaborating with other program functional teams.
- This position is a remote/hybrid role and can be at any of our three locations in Eagan, MN, Gaithersburg, MD, or Atlantic City, NJ.
Responsibilities and Tasks
Manage Subcontract and Procurement Activities
- Develop and maintain Statements of Work (SOWs), Basis of Estimates (BOEs), and technical specifications for staff-augmentation subcontracts, mission services subcontracts, and material/hardware procurements, ensuring full alignment with prime contract requirements and obtaining required approvals.
- Lead the complete source-selection and procurement lifecycle: RFP/RFQ package development, competitive bidding, proposal/quote evaluation, cost/price analysis, selection documentation, negotiations, award, and subcontractor/supplier onboarding.
- Serve as the central point of contact and primary interface for all subcontractors and suppliers; proactively monitor cost, schedule, technical, and quality performance; drive timely corrective actions; and escalate issues when required.
- Maintain accurate labor category/rate tables, priced BOM integrity, funding modifications (PO/SLATE), and proper cost charging across the entire external spend portfolio.
- Coordinate staffing plans, technical direction, delivery schedules, invoice validation/payment, warranty coverage, and hardware/software support issues with program teams, buyers, engineering, and the FAA customer.
- Lead integrated subcontract and procurement reviews, maintain consolidated action-item tracking, and deliver unified Red-Yellow-Green status reporting to program leadership and the SCA.
- Incorporate Small Business and socio-economic requirements into all sourcing strategies and awards; track credits, validate classifications, support semiannual reporting, and identify alternate vendors to meet or exceed goals.
Support Proposal Efforts
- Support the full proposal lifecycle, including updates and negotiations.
- Collaborate with Engineering to create or refine proposal BOMs. Gather preliminary cost estimates and support BOM Pricer through pricing.
- Review priced BOMs for accuracy and completeness.
- For mission subcontracts, develop or update SOWs and support RFP activities to obtain valid pricing.
- For staff augmentation subs, ensure current labor categories and rates are provided to Pricer and BOE authors.
- Prepare BOEs as assigned and support development of proposal documentation.
- Support fact-finding, negotiation, and establishment of budget baselines with Finance.
Subcontractor and Supplier Relationship Management
- Serve as the primary point of contact for assigned subcontractors and suppliers, fostering collaborative, trust-based partnerships that drive performance and mutual success.
- Proactively engage subcontractor senior leadership and program counterparts through regular cadence calls, quarterly business reviews (QBRs), and executive-level touchpoints to align on program goals, risks, opportunities, and strategic initiatives.
- Build and maintain strong, proactive relationships with key suppliers to ensure on-time delivery, quality conformance, and cost competitiveness; escalate issues early and jointly develop recovery plans when performance deviates.
- Champion continuous improvement by conducting annual supplier scorecards, jointly establishing measurable KPIs, and implementing performance incentive/penalty mechanisms where appropriate.
- Facilitate cross-functional collaboration between subcontractors, Leidos engineering, program management, quality assurance, and the FAA customer to resolve technical, schedule, or contractual issues quickly and effectively.
- Identify and mitigate relationship risks (financial stability, single/sole-source dependency, geopolitical exposure) and develop contingency plans or alternate sourcing strategies as needed.
- Promote a culture of transparency and shared accountability by ensuring timely communication of program changes, funding status, and FAA-directed priorities to subcontractors and suppliers.
- Recognize and celebrate subcontractor achievements and milestones to reinforce positive behavior and strengthen long-term commitment to the FAA program.
Other Responsibilities
- Develop and annually update the Subcontract Management Plan (SMP) and maintain the Approved Supplier List (ASL).
- Support monthly R-Y-G reporting, establish scoring criteria, and provide final data to SCA. Assist non-Green vendors with Return-to-Green plans.
- Track Small Business performance, validate socio-economic classifications, support semiannual reporting, and help identify alternative vendors when shortfalls arise.
- Prepare annual CPAR summaries for Small Business compliance when required
Required Skills/Qualifications
- Bachelor’s degree from an accredited college or university with 12+ years of related experience or Masters with 10+ years of prior relevant experience
- US citizenship and the ability to obtain and maintain a Public Trust security clearance is required
- Experience working with cross-functional teams to develop detailed requirements for outsourced tasks and functions
- Experience developing SOWS, RFPs, evaluation criteria, negotiations strategy, and selection documentation
- Experience evaluating proposals and quotes for outsourced products and services
- Understanding of finance, supply chain, subcontracting, and contract types (especially FFP and T&M) and FAA AMS regulations
- Comprehension of fraud and compliance risk issues
- Strategic decision-making skills focused on delivering results.
- Strong written and verbal communication skills and the ability to operate independently with limited supervision while building strong relationships across technical staff, division managers, and peers
- Proficient in Excel/Word/PowerPoint
Preferred Qualifications
- Active PMI PMP certification
- Experience interacting with teams delivering managed services
- Experience developing bills of material (BOMs)
- Knowledge of FAA Acquisition Management System, prime contract flow-downs, and performance-based contracting
