Overview

LMI seeks an experienced Technical Project Manager (TPM) to lead the development, deployment, and sustainment of a U.S. Government cloud environment supporting the U.S. Army Center for Initial Military Training's (CIMT) Holistic Health & Fitness (H2F) Application. This application is a discrete component of the larger Army H2F program and requires strong technical leadership, agile execution, cybersecurity oversight, and stakeholder coordination.

The TPM will lead a lean Agile Scrum team responsible for cloud architecture, cybersecurity, DevSecOps, data engineering, and the development of a user interface (UI) that provides secure access to the H2F application. This UI may also integrate additional applications or interface with Army enterprise systems. The TPM will champion User-Centered Design (UCD) to ensure the UI meets the needs of Soldiers, practitioners, and Army stakeholders.

This position requires demonstrated experience in Government IT project management, cloud hosting, cybersecurity compliance, RMF/cATO processes, and coordination across multiple Army and vendor organizations. The TPM will ensure adherence to the Quality Assurance Surveillance Plan (QASP), manage schedules and risks, and provide technical guidance and program-level insights to the CIMT customer.

Responsibilities

  • Lead provisioning, configuration, and sustainment of the Army cloud environment supporting the CIMT H2F Application.
  • Ensure compliance with RMF, Zero Trust, Army data tagging requirements, and continuous ATO (cATO) processes.
  • Oversee cybersecurity scans, patching, monitoring, POA&M updates, audit readiness, and incident response coordination.
  • Engage with ISSM/ISSO, AO/AODR, enterprise cloud teams, and Army cybersecurity organizations.
  • Lead DevSecOps engineering, including CI/CD pipelines, automated security scanning, artifact management, and deployment.
  • Ensure seamless integration between the cloud environment and the vendor-developed H2F application.
  • Support environment-level testing, integration validation, and cybersecurity verification.
  • Maintain high availability, monitoring, and operational support for the environment.
  • Oversee development of a secure, scalable UI that provides access to the H2F application.
  • Ensure the UI is designed to integrate additional applications or interface with Army enterprise systems.
  • Lead and promote User-Centered Design (UCD) practices throughout UI development.
  • Coordinate UI requirements and design reviews with Government stakeholders and Human Performance specialists.
  • Ensure UI development complies with Army usability, accessibility, and cybersecurity standards.
  • Oversee secure ingestion, transformation, and management of H2F application data.
  • Ensure data is structured, tagged, governed, and accessible to Human Performance Specialists and analysts.
  • Enable development of dashboards, visualizations, and analytics workflows that support decision-making.
  • Ensure compliance with Army data governance and privacy standards.
  • Serve as the primary TPM overseeing execution of the CIMT H2F Operating Environment Project.
  • Manage schedules, risks, dependencies, and technical integration milestones.
  • Ensure all deliverables meet quality standards outlined in the QASP.
  • Prepare and present status reports, technical documentation, and briefings to Government leadership.
  • Lead sprint planning, backlog refinement, and Agile ceremonies for a lean, Scrum-based technical team.
  • Coordinate closely with the H2F application development vendor to ensure aligned environments, data exchange, and cyber compliance.
  • Maintain architecture diagrams, interface control documents (ICDs), UI wireframes/prototypes, data-flow documentation, configuration baselines, and cATO packages.
  • Ensure all technical documentation is complete, accurate, and audit-ready.
  • Support transition planning and long-term system sustainment.


Qualifications

Required Qualifications
  • Bachelor's degree in IT, Engineering, Cybersecurity, Computer Science, or related field.
  • 8+ years of technical project management experience supporting DoW or federal IT programs.
  • Experience with DoW cloud provisioning (AWS, Azure, cARMY).
  • Strong understanding of RMF, continuous ATO (cATO), Zero Trust, and DoW cybersecurity policies.
  • Hands-on experience with DevSecOps, CI/CD, and modern infrastructure automation tools.
  • Familiarity with data engineering concepts (ETL, data modeling, analytics enablement).
  • Experience leading Agile Scrum technical teams.
  • Excellent communication and stakeholder engagement skills.
  • Location: Work performed on-site at the CIMT H2F office at Fort Eustis, VA. TPM must be able to work in the office 3-5 days/week.
  • Travel: Up to 2-3 trips per quarter to Army sites or LMI Headquarters.
  • Clearance: Ability to obtain and maintain a DoW Secret clearance.

Desired Qualifications
  • Prior experience as a Senior Army Officer, NCO, or DA Civilian-especially with H2F, CIMT or other T2COM programs.
  • Experience integrating vendor-developed applications with DoW cloud and enterprise environments.
  • Experience building or managing user interfaces within DoW environments.
  • Relevant certifications such as PMP, AWS/Azure Architect, Security+, CISSP, Agile certifications, or equivalent.


Target salary range: $130,000 - 180,000
