Job Title – Director of Solutions and Capture
Location – Remote
Travel – Periodic Travel to customer sites and Industry Events (Conferences, Technical Exchanges)
Clearance – Active TS required with SCI eligibility preferred
Cyntel is seeking a Director of Solutions and Capture to lead our highest-priority must-win pursuits, beginning with DIA and expanding across DoD and Intelligence Community customers. This role owns the full pursuit lifecycle of solution design through capture strategy through proposal delivery and will initially manage a small team that will grow over time.
This is hands-on leadership role in a small-business environment, requiring both strategic ownership and hands-on execution. Ideal candidates must have the following core competencies:
• Must-win leadership and pursuit mentality
• Strategic Solutioning and customer-centric thinking (Evaluator mindset)
• Comfortable building teams, processes, and career development for more JR staff
• Must be willing to also Solution, Capture, and manage Proposals
Key Responsibilities:
Solutioning Execution and Leadership (Pre-RFP and Post-RFP)
◦ Own end-to-end solutioning for priority pursuits, translating customer needs into clear, credible technical and management solutions.
◦ Lead solution architecture sessions with SMEs, operations, and partners.
◦ Shape staffing models, labor mixes, key personnel strategies, transition concepts, and pricing inputs aligned to win strategy.
◦ Identify Win Themes, Discriminators, and innovation to process.
◦ Identify solutions that pave the way for Cyntel’s evolution from intel services into Cyber and AI/ML-enabled delivery.
Capture Execution and Leadership (Pre-RFP through Award)
◦ Lead capture for strategic pursuits, building and executing capture plans aligned to Cyntel markets and capabilities roadmap.
◦ Drive customer discovery, competitive assessment, requirement shaping, and win theme development.
◦ Develop smart teaming strategies for small business set-asides, selecting and managing partners/subs to increase win.
◦ Run pursuit gates and capture reviews; communicate, manage, and make recommendations for mitigation of risks and opportunities across the capture timeline.
◦ Serve as primary internal leader for must-win opportunities, coordinating executives, BD, ops, and SMEs.
Proposal Management (RFP Release through Submission)
◦ Lead full proposal lifecycle: kickoff → compliance → writing → reviews → production → submission.
◦ Develop schedules, outlines, compliance matrices, and review plans; ensure on-time, high-quality, compliant delivery.
◦ Write and/or heavily edit core sections (Exec Summary, Mgmt/Staffing Approach, Technical Approach, Transition, Past Performance).
◦ Lead and enforce color-team reviews (Pink/Red/Gold), ensuring a single compelling narrative voice.
◦ Own final submission quality and evaluation alignment.
BD / Strategic Market Expansion Support
◦ Partner with BD and leadership to identify entry points into Cyber, AI/ML, and emerging DoD/IC markets.
◦ Help define and refine offerings, solution briefs, and differentiators that support pipeline growth through fiscal year KPI’s.
◦ Strengthen current customer relationships and expand into adjacent mission owners and strategic accounts.
◦ Assist in expanding into strategic markets laid out by leadership with KPI’s.
People Leadership & Capture Function Buildout
◦ Manage at least one direct report immediately while building a scalable capture/proposal team over time.
◦ Establish lightweight, repeatable pursuit processes appropriate for a fast-moving small business.
◦ Coach proposal writers/SMEs, improve internal proposal discipline, and raise win performance across the company.
Required Qualifications:
• 8+ years federal GovCon capture and proposal leadership experience.
• Demonstrated wins in DoD/IC, preferably including DIA or DIA-adjacent mission partners.
• Strong small-business capture experience, including set-aside strategy and compliant teaming.
• Proven ability to own solutioning and translate mission needs into executable delivery models.
• Deep proficiency with FAR/DFARS proposals, evaluation criteria, and compliance best practices.
• Superior writing/editing and storytelling skills; can drive a proposal to “final submit-ready” quality.
• Experience leading cross-functional teams under aggressive timelines.
• Active Top Secret clearance (TS/SCI preferred).
Preferred Qualifications:
1. Direct DIA capture history or proven wins in intelligence support, ISR, targeting, operational analytics, or mission tech domains.
2. Solutioning background in one or more:
a. Cyber operations / cyber mission assurance
b. AI/ML mission applications
c. Data engineering / analytics / cloud modernization
3. PMP certification
4. Experience helping a services-based company shift into tech-enabled offerings.
