As a PROGRAM ANALYST at the NH-0343-4 some of your typical work assignments may include:
- Serves as the primary on-site U.S. Government representative at the Japanese shipyard, leading and managing the day-to-day execution of shipboard system integration and test (SI&T) activities for the Aegis System Equipped Vessel (ASEV) program, ensuring alignment with U.S. and Japanese objectives and program cost, schedule, and performance goals.
- Exercises on-site decision-making authority to implement changes to schedules, drawings, test plans, configuration changes, and documentation necessary for effective SI&T execution, while adhering to overall program baselines and proactively resolving potential schedule conflicts or technical issues.
- Acts as a key liaison, coordinating daily interaction and facilitating communication between Japanese shipbuilders, JMSDF officers, and the U.S. Integration and Test Team to resolve technical issues, address program requirements, and foster a collaborative working environment.
- Manages initial troubleshooting of technical issues arising during SI&T, coordinating with Subject Matter Experts (SMEs) as needed, providing timely reports on progress and risks, and escalating critical issues to program leadership for decision-making.
- Perform the duties of the Contracting Officer's Technical Representative (COTR) for the in-country specialized support contract, including monitoring the contractor's performance, providing technical guidance within scope of the contract, and reviewing invoices to ensure they are appropriate.

- Employee must obtain/maintain Non-critical Sensitive/Secret security clearance

- Experience in program management, systems engineering, or a related field involving the integration, testing, or deployment of complex systems. This includes experience managing schedules, resolving technical issues, coordinating with diverse stakeholders, and implementing changes necessary for effective project execution.
- Communication skills (oral and written) to research, plan, coordinate and brief actions in support of leadership's goals, objectives and vision.
- Management principles to work with executive staffs, joint staffs, commands, agencies and services.
- Experience with acquisition of complex weapons systems and equipment or closely related systems and equipment development, procurement, and life-cycle management leadership to develop and implement successful integrated BMDS acquisition and operational policies, plans and assessments.
