Serves as a recognized authority in the discovery, implementation, management, and transition of S&T and intelligence-related projects, technical experimentation, and demonstrations including technology, R&D, operations, analyses, and procurement. Advises and oversees efforts to seek out innovative, viable solutions to provide new or improved capabilities for SOF, accomplished through scouting, technology roadmap development, and red teaming efforts. Serves as the primary advisor to SOF AT&L and it's $6B portfolio for evaluating new technologies and strategies, resource planning, science and technology and intelligence-related objectives. Incumbent advises on authoritative policy, acquisition, and programmatic evaluations for USSOCOM and DoD. Conducts independent research and studies into current project acquisition strategies and support methodologies for intelligence and combat support processes as well as operational requirements.
Builds consensus within DoD and other Government organizations in the development of collaborative proposals for S&T projects, identifying creative approaches to maximize project options for the SOF operators. Oversees the preparation of budget submissions on R&D, applied technology, procurement, and operational support programs, and recommends adjustments and synchronization efforts as necessary. Provides advice and guidance to senior USSOCOM leadership, DoD, other Combatant Commanders, Services, and other Government agencies related to discovery, enabling, development, and transition of science and technology and intelligence-related concepts enabling program managers to develop more effective and responsible systems to support the SOF warfighters.
Provides direction and oversight for the SOF AT&L- technology capability processes that integrates component commands, TSOCs, PEOs, headquarters directorate representatives. Coordinates with invited subject matter experts that addresses command modernization priorities providing collaborative venues for stakeholders to express priorities, monitor S&T project progress, and work closely with the SOF user community and PEOs to facilitate transition of technologies. This process enables the SOCOM enterprise stakeholders to understand technology gaps, document and prioritize gaps and evaluate industry broad agency announcement (BAA) proposals and recommend final candidates for investment. A small sub element of this stakeholder group oversees the biomedical BAA to focus robust efforts in the medical R&D area to discover new life-saving technologies that can benefit our SOF operators at the point of injury, often in remote, denied areas.
Oversees the SOCOM's Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs that support the full spectrum of the directorate's high priority commodity areas. The SBIR/STTR programs stimulate technology innovation in small businesses, awarding contracts to discover, develop and rapidly insert new capabilities to solve SOF needs. Manages/oversees several Command Experimentation events and demonstrations throughout the year to rapidly assess technology maturity based on SOCOM modernization priorities providing early technical feedback to developers. These events are held at various installations; is based upon operational themes that capture broad technology areas of interest and are open to DoD and other government agencies with similar technology needs at SOCOM. These demonstrations showcase SOF-related technologies, assess military utility and help develop complementary concepts of operations. The demonstrations often leverage resources from different sponsors and serve to accelerate technology insertions into acquisition programs. SOF AT&L- S&T supports the Office of the Secretary of Defense (OSD)sponsored prototype development programs, coordinating and prioritizing the Command's inputs across the enterprise.
Interacts with officials at high levels of the U.S. Government, Congress, DoD, industry, and foreign governments. Works closely with congressional leaders, the Office of Secretary of Defense, the Joint Chiefs of Staff, Secretaries of the Services, the USSOCOM commanders, other Combatant commanders, the component acquisition executives for each of the Services, national labs, other government agencies, and global partners. Contacts and meets frequently with the highest-level officials of civilian industry. Represents USSOCOM at higher levels within the organization and with contractor organizations. Participates in key multi-service, interagency, and industry conferences and symposia. Establishes, develops, and maintains effective working relationships. Delivers presentations on program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers and civilians, with using and supporting commands, with DoD/MILDEPs/Agencies, and with executives of corporations.

A. SPECIALIZED EXPERIENCE: Candidates must have one year (1) specialized experience at the next lower grade (GS-14/GG-14/Pay Band 4/5) or equivalent or specialized experience obtained in the private sector related to the duties of this DISL position.
TECHNICAL QUALIFICATIONS (TQs) : Your resume should demonstrate accomplishments that satisfy the technical qualifications.
TQ1. Demonstrated broad and diverse knowledge of developing, implementing, and executing advanced technology efforts and/or acquisition programs, preferably related to discovery, enabling, and transition of S&T concepts into SOF-peculiar related systems and a working knowledge of the DoD planning, programming, and budget process.
TQ2. Demonstrated experience in organizational administration, and coordination and interaction of activities with a wide variety of federal and private organizations, nationally and internationally.
Certification Requirements: This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary), the following are statutorily mandated requirements (Reference 10 U.S.C. 1731 and 1737):
1. Ten (10) years acquisition experience in an AWF position, at least 4 years of which was performed while assigned to a CAP.
2. Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.
3. Selectee must meet Advanced level certification requirements in Program Management or must be able to meet Advanced certification within 48 months of assignment.
4. Selectee must meet 80 hours of continuous learning requirements within the designated timeframe (80 hours of continuing learning (CL) every 2 years (with a goal of engaging in 40 hours annually)).
C. JOINT DUTY ASSIGNMENT REQUIREMENT : Joint IC Duty certification is a prerequisite for appointment to senior executive, senior professional, and DCIPS positions classified above GG grade 15.

Salary: $171,603.00 - $207,500.00 per annum. (Air Force Tier 1) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary. SES members are eligible for Performance-Based Salary increases and/or bonuses.
