Duties

As a QUALITY ASSURANCE SPECIALIST (TITLE 32), GS-1910-11, you will establish and execute a planned systematic approach of quality assurance for all areas of aircraft maintenance, designed to provide the maintenance managers confidence that aircraft, aircraft systems, munitions, equipment, products or supporting processes conform to technical, safety, work load and customer requirements.

Major Duties - This is NOT an all-inclusive list:
  • Make decisions and recommendations on technical concerns presented by supervisors.
  • Utilize a comprehensive knowledge and ability to interpret Air Force Instructions, Technical Orders, engineering drawings, product specifications, Air Force Occupational and Health (AFOSH) and environmental standards, public law, and locally developed policy.
  • Evaluate and assess complex systems, subsystems, integrated systems/subsystems, or components for conformance to applicable technical data, engineering drawings, standards and specifications.
  • Evaluate, conduct reviews, activity inspections and management compliance of all maintenance activities to include the logistics maintenance support functional areas such as production, programs and mobility, maintenance training, plans, scheduling and documentation and data base management as directed by the Maintenance Group Commander.
  • Identify production problems, excessive overtime, discipline, housekeeping and technical discrepancies and attempts to identify the underlying cause for the deficiencies.
  • Establish and develop performance checklists and metrics in coordination with the Quality Assurance Supervisor.
  • Develop local operating instructions to supplement regulations and manuals of higher echelons in the area of aircraft and aircraft systems quality assurance.
  • Review all Operating Instructions (OIs) to ensure locally published instructions are technically accurate, complete and consistent with Air Force (AF) and Major Command (MAJCOM) policy.
  • Serve as a key team member in collating and reporting compliance metrics to Major Command(s).

  • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), the only area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.

Military Grades: Minimum Rank of E7 - Maximum Rank of E8

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SPECIALIZED EXPERIENCE : GS-11 Level MUST possess at least 1-year specialized experience equivalent to at least the next lower grade of GS-9; experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs; experience possessed by an expert in specialization able to give technical direction to otherwise competent workers; experience determining operations when difficult and questionable phases of malfunctions are found; experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field; experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.
