In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).
EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent in other pay systems. Examples of specialized experience includes: Utilizing communications, network security regulations, services, and instructions to ensure network security systems are in compliance with applicable regulations and instructions; applying operational and performance characteristics of networks and security systems to develop procedures, policies, and best practices; reviewing, analyzing, and resolving difficult and complex problems involving networks/systems compatibility, both installation-wide and external interoperability and the data paths they traverse; and developing, providing guidance on, and applying policies, methods, procedures, and techniques in network/systems design and installation to operating situations and problem resolutions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission, national security, and public safety.
- Incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing.

- This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Work may require periodic TDY travel (CONUS and OCONUS) aboard commercial and military aircraft; including hostile areas of operations.

- Knowledge of operational and performance characteristics of DoD cyber security, cyber threats/vulnerabilities, cybersecurity, cloud, and network security to develop procedures/policies/practices for command use and cyber activities.
- Knowledge of incident response and handling methodologies.
- Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
- Knowledge of network security architecture concepts including topology, protocols, components, and principles (e.g., application of defense-in-depth), Intrusion Detection System (IDS)/Intrusion Prevention System (IPS) tools and applications, firewalls, and cyber monitoring applications (e.g., Security Information and Event Management (SIEMs), Comply to Connect (C2C), etc.).
- Ability to communicate effectively both orally and in writing to identify, and coordinate actions required in providing needed service.
