Proposal Manager
Location: Hybrid (2-3 days in Reston, VA)
Electrosoft is seeking a high-performing Proposal Manager to join our growing Business Development and Capture organization. In this hands-on, non-managerial role, you will collaborate with writers, SMEs, solution architects, and partner companies to develop compliant, compelling, and high-scoring Federal proposals across cybersecurity, cloud, IT modernization, and program management domains.

Lead Full Proposal Lifecycle:
Manage end-to-end development of proposal responses (RFPs, RFQs, RFIs, SSNs), ensuring compliance, quality, and alignment with customer requirements.
Develop proposal outlines, compliance matrices, annotated outlines, schedules, and templates for kickoff and internal reviews.
Content Development & Coordination:
Coordinate with Capture, BD, SMEs, pricing analysts, and partners to develop technical, management, staffing, and past performance sections.
Identify, tailor, and refine content from reusable repositories to produce customer-focused, persuasive proposal volumes.
Compliance, Quality, and Storytelling:
Drive win themes, discriminators, and solution alignment through storyboarding and iterative content reviews.
Lead or support Pink/Red/Gold reviews, compliance checks, and color team debriefs to ensure accuracy, clarity, and competitive positioning.
Proposal Tools & AI-Enhanced Productivity:
Utilize common industry tools (e.g., Deltek GovWin, Symphony, Loopio, SharePoint) to support proposal development.
Leverage AI-enabled proposal tools for gap analysis, content retrieval, compliance checks, and efficiency improvements.
Collaboration & Process Improvement:
Partner closely with Business Development and Operations to incorporate solution architectures, staffing strategies, and pricing guidance.
Support continuous improvement of Electrosoft’s ISO 9001:2015 QMS processes, proposal templates, style guides, and repositories.
Required Qualifications:
Bachelor’s degree in Business, Communications, IT, English, or related field (or equivalent experience).
5+ years of experience managing or contributing to Federal proposal efforts, ideally within IT/cyber modernization domains.
Strong understanding of Federal acquisitions, solicitation structures, evaluation criteria, and compliance best practices.
Proven ability to manage complex, multi-volume proposals with meticulous attention to detail.
Excellent written, editorial, organizational, and project management skills.
Proficiency with Microsoft Office (Word, Excel, PowerPoint) and common proposal collaboration platforms.
Experience with the Shipley or similar proposal development methodologies.
Demonstrated success operating in high-volume, deadline-driven environments.
Preferred Qualifications:
Experience supporting proposals for DHS, DoD, HHS, DOJ, DOT, Treasury, or other Federal civilian agencies.
Knowledge of MA-IDIQs, GWACs, BPAs, task orders, and major vehicles (e.g., SEWP, OASIS+, Polaris, 8(a) STARS).
Hands-on experience crafting management plans, solutions narratives, compliance matrices, and past performance write-ups.
Familiarity with proposal scoring criteria, value proposition design, and competitive analysis.
