Duties

  • You will serve as the Computer Network Defense Assistant Program Manager (CND APM) assigned to the PMW 130 Cybersecurity Program Office within PEO C4I.
  • You will oversee and manage all phases acquisition life cycle to include definition, development, design, integration, test and evaluation, acquisition and contracts strategies, contract management, cost estimation, scheduling, production, etc.
  • You will effectively lead, integrate and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems encountered.
  • You will provide assistance to the PAPM and PM in preparing briefs to Congressional Staffers, Chief of Naval Operations, Type Commanders, Operational and Joint Test Commands, other Systems Commands, other stakeholders.
  • You will prepare program budget estimates, develop work breakdown structures, build program schedules, manage risks, perform contract planning and coordinate post-award activities.
  • You will coordinate preparation of program acquisition/integration documentation and ensure tasks executed/contracts let awarded are in accordance with appropriate guidelines and that the program stays within controls.
  • You will work with the PAPM or senior APM to communicate program information across the PEO and other relevant organizations to facilitate leveraging opportunities.
  • You will ensure the program(s) acquisition strategy, program of record and execution meet user requirements and are executable with acceptance.

  • This position requires a Secret security clearance with the ability to obtain and maintain Top Secret/SCI.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Cyberspace Workforce position, work role code 801-Program Manager, proficiency level Basic the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or DP-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge and experience with C4I systems, particularly with Computer Network Defense (CND), a Priority Critical Cybersecurity system that provides boundary defense infrastructure for classified and unclassified IT-21 and ONE-Net enterprise networks. Experience in program management ensuring the program meets cost, schedule and performance.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.
The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
