Overview
The Counterintelligence Specialist (Service and Component Coordinator) serves as a critical liaison between USINDOPACOM J2X/CCICA and Service-level CI elements operating across the Indo-Pacific AOR. This role ensures compliance with DoD 5240-series policies, facilitates integration of CI activities across components, and supports the development, execution, and oversight of CI strategy, planning, and operations at the Combatant Command level. The ideal candidate has strong experience in CI coordination, policy integration, operational planning, and working across joint and component-level intelligence organizations.
Clearance: TS/SCI (with Poly if required)

Responsibilities
Service & Component Coordination
- Acts as the primary linkage between USINDOPACOM and Service/component CI elements conducting CI operations or activities within the AOR.
- Ensures CI activities across the AOR comply with DoD 5240-series policies and are aligned with CCMD authorities, guidance, and operational requirements.
CI Strategy, Planning & Integration
- Assists in developing and implementing USINDOPACOM and Joint Staff CI strategies, plans, and supporting documents.
- Ensures CI equities are fully integrated into CCMD and Joint Staff planning efforts, operational designs, exercises, and mission activities.
- Coordinates CI support to ongoing and emerging operations, contingency plans, and theater security efforts.
Resource Coordination & Operational Support
- Identifies, validates, and forwards CI resource requirements in support of command and component mission needs.
- Coordinates CI support requests as needed to ensure operational coverage and unity of effort across geographically dispersed elements.
- Oversees CI activities supporting CCMD headquarters and subordinate/remote elements to ensure synchronization and mission alignment.
Policy Oversight, De-confliction & Staff Supervision
- Provides staff-level supervision and awareness of CI activities occurring across the Indo-Pacific AOR.
- Ensures de-confliction of CI operations, reporting, and activities among service components and supporting agencies.
- Coordinates CI policies and procedures to ensure consistent execution across the Command.
- Facilitates communication and alignment between USINDOPACOM, Service components, and Joint Staff entities.
Qualifications
- Experience coordinating CI activities across Service components, Joint environments, or Combatant Commands.
- Strong understanding of DoD 5240-series CI policies and their application in operational environments.
- Demonstrated ability to integrate CI into planning, operations, and exercises.
- Strong liaison skills and ability to work effectively with geographically dispersed CI organizations.
- Excellent written and verbal communication skills.
Preferred Qualifications
- Prior experience supporting USINDOPACOM, Joint Staff, or other Geographic Combatant Commands.
- Familiarity with CCICA roles, CI integration requirements, and service-level CI processes.
- Background in operational planning, CI program oversight, or theater-level CI coordination.
