Overview

The Collection Operations Manager (CI/HUMINT) provides critical operational oversight, coordination, and de-confliction for Counterintelligence (CI) and Human Intelligence (HUMINT) collection activities across the USINDOPACOM Area of Responsibility (AOR). This role ensures that collectors receive accurate guidance, validated requirements, and mission-focused direction to maximize operational effectiveness and alignment with Combatant Command priorities.The ideal candidate possesses extensive experience in HUMINT collection, CI operations, operational management, collection governance systems (HOTR, CHROME), and multi-agency coordination.

Mission Area: USINDOPACOM J2X - Counterintelligence, HUMINT & Exploitation

Responsibilities

CI/HUMINT Collection Coordination & Operational Oversight
  • Collaborates with collection requirements managers, analytic elements, and intelligence consumers to ensure HUMINT and CI collection operations are properly focused, synchronized, and resourced.
  • Ensures operational activities across theater are de-conflicted and aligned with USINDOPACOM priorities and supported-unit requirements.
  • Facilitates guidance and prioritization to collectors to maximize operational time, optimize resources, and align activities with validated collection needs.

USINDOPACOM Operational Directive (OD) Development
  • Supports the development, revision, and refinement of the USINDOPACOM Operational Directive (OD).
  • Assists component commands in crafting and updating their Component-level ODs.
  • Integrates Collection Operations Management information into the J2X Common Operating Picture (COP).
  • Provides J2X leadership with updates on collector effectiveness, trends, and operational outcomes.

HUMINT Systems Training & Support
  • Provides training, assistance, and user support for HUMINT Online Tasking and Reporting (HOTR) and the Counterintelligence and HUMINT Requirements Reporting and Operational Management Environment (CHROME).
  • Ensures proper use, data entry, and reporting procedures are followed across CI and HUMINT elements.

Coordination & De-confliction Across Agencies
  • Ensures proper coordination and de-confliction of complex or sensitive operational activities with:
    • Defense HUMINT Executor (DHE)
    • DoD intelligence elements
    • External federal agencies
    • Regionally aligned Combatant Commands
    • National-level intelligence or law enforcement partners
  • Ensures activities remain compliant with DoD directives, national guidance, and operational authorities.

Source Management Guidance
  • Reviews source operational case histories to evaluate source performance, operational value, and compliance with HUMINT tradecraft standards.
  • Provides guidance to collectors and operational managers regarding source handling, documentation, operational rhythm, and reporting sufficiency.
  • Ensures documentation for all operational activity is complete, up to date, and maintained in accordance with policy.

Regulatory & Policy Compliance
  • Maintains currency on HUMINT regulatory and policy guidance, including national-level priorities, validated collection requirements, and DoD guidance.
  • Ensures operational activities adhere to platform operating directives, DoD manuals, and interagency coordination requirements.
  • Aligns theater CI/HUMINT operations with community-wide requirements and intelligence gaps.


Qualifications

  • Experience in HUMINT or CI collection operations, case management, or operational oversight.
  • Knowledge of HUMINT/CI regulations, policy, OD development, and collection governance frameworks.
  • Familiarity with HOTR, CHROME, and related collection management systems.
  • Demonstrated ability to coordinate with DoD, IC, and LE partners across multiple operational environments.
  • Strong written and oral communication skills, with the ability to brief senior leaders and guide operational personnel.

Preferred Qualifications
  • Experience supporting a Geographic Combatant Command, particularly USINDOPACOM.
  • Experience in CI/HUMINT operations at both the tactical and strategic levels.
  • Background in collection management, HUMINT targeting, or operational planning.
  • Experience evaluating source performance and operational documentation.
