Position Overview
DARPA's counterintelligence (CI) program includes detecting, identifying, assessing, and, in conjunction with the assigned CI support activity, analyzing information on adversary intentions and capabilities. This may include developing programs, systems, and procedures designed to counter foreign intelligence collection efforts and activities of foreign entities, including sabotage and terrorist activities.
The Senior CI Analyst must possess the knowledge, experience, and leadership ability to effectively set priorities, balance workload, conduct quality control of work products, and advise/mentor the Analyst under their supervision
CI analysts recommend cost-effective protective measures and countermeasures for DARPA personnel, programs, and activities. CI Analysts will enable DARPA's CI program to realize the positive attributes inherent in combining IC resources with a trained/qualified internal multi-disciplined security team in applying Intelligence/CI context to protecting DARPA programs. This nascent internal structure will develop or adapt existing programs, systems, and procedures to proactively counter foreign intelligence collection efforts and activities, including sabotage and terrorist activities.

The CI Analyst will perform the following responsibilities:
- Determine essential elements of information, and conduct activities to detect, identify, assess, exploit, and proactively counter or neutralize hostile intelligence collection, sabotage, and terrorist activities
- Plan special analytical projects in response to client assignments which include analytical approach, schedule, personnel requirements, data collection, travel, assessment criteria, and costs
- Research and collect required data, perform analysis, and summarize findings in response to client requests
- Provide analysis of foreign basic and applied research and engineering, prototyping, technology transfer, developmental and operational testing, military fielding and integration of technologies impacting U.S. and foreign military capabilities
- Conduct research and analysis, and produce finished assessments on emerging and disruptive technologies
- Identify technical capabilities and performance characteristics of foreign systems and conduct analysis of foreign R&D process and organizations
- Conduct research and vetting of foreign nationals visiting on-site and agency sponsored events
- Compile detailed reports of analysis clearly defining the problem or issue, factors considered, findings, and provide clear, concise conclusions and recommendations
- Develop innovative and proactive analytical methodologies; refining existing program protection analytical methodologies to meet evolving program needs
- Provide intelligence/CI input and assist PSRs, PMs, and SETAs in developing Program Protection Plans
- Review and provide comments on Science & Technology Plans, Test Plans, OPSEC Plans, and other planning documentation as required
- Assist Technical Office management, PMs, SETAs, and security personnel in performing SAP lifecycle threat analysis
- Apply analytical methodologies to existing programs to review, and readdress if necessary, their protection needs to remain consistent with changes in diplomatic, political, and military environments
- Perform short-notice contingency and exposure analysis, summarizing implications, and provide viable responses and recommended courses of action
- Work with individual program management personnel to assist in analyzing and developing solutions to unique or difficult CI-related issues
- Review organizational mission statements and associated publicly available information for inconsistencies which may reveal sensitive information
- Review, analyze, and, where appropriate, make recommendations to long-term program protection policies and practices
- Provide intelligence and CI threat data and analysis to support assessments and surveys of agency-wide OPSEC programs
- Assist DARPA PMs in identification of at-risk program CTI/CPI and assist in the development of agency-wide and program-specific OPSEC plans, and make recommendations for additions or changes where appropriate
- Participate, as appropriate, in program management and planning meetings, and working sessions to provide a CI perspective
- Receive information of CI value from technical security inspections, foreign travel reporting, international relations/security, visitor control, AT/FP, or other sources of potential FIE or CI related activity
- Prepare and deliver comprehensive briefings to increase CI awareness and to inform senior DARPA leadership
- Establish lines of communication and professional relationships with other Federal and DoD agencies within the IC
- Other duties as assigned

- Ability to conduct all-source research and prepare threat assessments
- Knowledge of inherent threat to DoD Research and Development
- Knowledge of SAP lifecycle threat analyses
- Knowledge of AT/FP
- Knowledge of threats to DoD cyber systems
- Knowledge of supply chain risk and mitigation
- Knowledge of DoD Intelligence oversite policies
- Knowledge of Investigative procedures
- Understanding authorities of use with requirements for obtaining and maintaining CI Credentials
- Strong research and developmental skills
- Excellent interpersonal skills, and computer literacy
- Strong analytical and problem-solving skills
- Superior verbal/written skills and presentation skills
- Advanced Power Point capabilities
- Ability to multitask
- Ability to work under limited supervision
- Knowledge of aerial/space/maritime technologies, capabilities, and force projection
- Basic working knowledge of various analytical tools, to include HUMINT, SIGINT, ELINT, IMINT, and tracking tools
