MOBILE EQUIPMENT DRIVER EXAMINER (Title 32)

Duties

As a MOBILE EQUIPMENT DRIVER EXAMINER (Title 32), WG-5701-10, you will perform a variety of duties relating to motor vehicle operation and safety.

Major Duties - This is NOT an all-inclusive list:

• Operate a wide variety of fixed and mobile equipment such as automotive vehicles, heavy mobile equipment, tractors, bulldozers, cranes, graders, forklifts, generators, compressors, and special-purpose vehicles during road or performance examinations.
• Conduct practical road tests that require operating equipment over varied terrain, traffic conditions, loading docks, ramps, and simulated warehouse or railcar environments.
• Select and prepare the appropriate type of vehicle or equipment for each examination, or obtain the correct equipment from using organizations when not assigned to the testing office.
• Perform operational checks, servicing, and basic maintenance (e.g., brake adjustments, hydraulic fluid replacement, greasing, cleaning) to ensure equipment is safe and ready for testing and inspection.
• Inspect and troubleshoot heavy duty vehicles and MHE to identify deficiencies, determine required servicing, and generate work orders for repair by Vehicle Maintenance Flight.
• Interpret regulations, manuals, technical guides, and examination procedures to administer written, psychophysical, and performance-based tests.
• Apply new or modified instructions to conduct special or one-time examinations that require adaptation, judgment, and evaluation of safety impacts.
• Use specialized testing equipment to evaluate emergency judgment, vision, depth perception, reaction time, hearing, coordination, and other psychophysical factors.
• Determine applicant eligibility or refer borderline or medically questionable cases to higher medical authority when test failures occur in vision, hearing, perception, or reaction evaluation.
• Advise new examiners on test interpretation, trip ticket completion, accident reporting procedures, and examination documentation requirements.
• Set up, maintain, and organize test equipment, forms, records, and examination areas in accordance with current regulatory procedures and test control requirements.
• Schedule examinations based on priority, applicant volume, equipment needs, and mission requirements, ensuring timely and orderly processing.
• Maintain licensing records by posting examination results, updating qualification status, and issuing or maintaining operator licenses.
• Assist leadership in planning and establishing new procedures or examination techniques to improve testing program effectiveness and compliance.
• Keep work areas, equipment, and documentation organized, serviceable, and aligned with safety and inspection standards.
• Evaluate operator performance during road tests by observing starting, pulling out, turning, lane changes, braking, control use, stopping, backing, parking, passing, and interaction with traffic.
• Assess operator performance on special-purpose tasks such as loading/unloading, operating forklifts, navigating ramps, maneuvering into railcars or warehouses, and handling materials.
• Identify and record operator faults on standardized score sheets, ensuring accurate testing results and grading.
• Inform disqualified applicants of performance deficiencies and instruct them on corrective actions required for re-qualification.
• Ensure examination activities promote safe driving practices and contribute to safe operation of vehicles and equipment across the Wing.

• Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

• Must be able to obtain and maintain a state drivers license.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

• The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
• The SECOND area of consideration will be all current Federal Employees.
• The THIRD area of consideration will be all Federal re-employment eligible.
• The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
• The FIFTH area of consideration will be U.S. Citizens.

Military Grades: Enlisted Only - Minimum rank requirement of Amn & May not exceed the rank of TSgt.

SPECIALIZED EXPERIENCE : WG-10 Level - MUST possess specialized experience which includes experience conducting written, road, and performance testing of personnel operating a wide variety of motor vehicles, heavy mobile equipment, material-handling equipment, and special-purpose vehicles. Experience applying vehicle safety standards, test procedures, and regulatory requirements to evaluate operator qualifications. Experience performing operational checks, basic maintenance, and troubleshooting on vehicles and equipment to support safe, accurate testing and mission readiness.
