ITility is seeking a Proposal Manager to serve as a strategic "force multiplier" in our Planning and Enhancement Directorate. This is a dynamic, hybrid role where you will wear three hats: Lead on small-to-mid-sized bids, Strategic Partner on large Enterprise pursuits, and Content Developer. Key Responsibilities:
Proposal Leadership & Enterprise Bid Support
• Hybrid Management: Independently lead small-to-mid-sized solicitations (Task Orders/RFPs) as the primary strategist. Simultaneously, serve as a Volume Lead or Deputy Manager for major Enterprise bids, supporting the Senior Proposal Manager with strategy, scheduling, and visibility.
• Coordination & Logistics: Drive the tactical engine of the proposal process. This includes facilitating kickoff/debrief meetings, managing data calls with subcontractors, maintaining SharePoint configuration control, and coordinating production.
• Staffing & Compliance: Own the staffing matrix for your assigned proposals. This involves tracking key personnel, validating and formatting resumes, and ensuring all deliverables meet strict compliance matrices.

Technical Writing & Content Strategy
• Content Creation: Move beyond simple editing to actively create compliant content. You will interview SMEs, synthesize research, and draft original text for RFIs, Sources Sought, and Technical Volumes.
• Strategy Integration: Work with Capture Managers to weave corporate themes, discriminators, and graphics into the narrative to create a compelling story.
• Modern Tooling: Leverage AI/ML and NLP tools to accelerate content drafting, tagging, and compliance checks.
Business Analysis Support & Capture Support
• Pipeline Intelligence: Utilize tools like GovWin, SAM.gov, and FPDS to identify opportunities and conduct competitive research. You will maintain the CRM pipeline and ensure data accuracy.
• Capture Development: Assist in developing detailed Capture Plans (competitor analysis, gap analysis, customer hot buttons) and support teaming strategy and negotiation efforts.
• Market Engagement: actively support growth initiatives through marketing event participation and strategic outreach to expand our network.

Required Qualifications:

Basic Qualifications:
• 2–5 years in Federal Proposal Management, Technical Writing, or Business Development.
• Proven and demonstrated computer and software skills including Microsoft Office Suite, MS Project, Adobe Acrobat, preferred GovWin and SharePoint.
• Must have exceptional interpersonal skills, both written and oral.

Desired Qualifications:
• APMP Certification
• Graphic conceptualization and design
• Desktop publishing and formatting

Physical Requirements:
Work is typically performed in an office setting.
Prolonged periods of sitting at a desk and working on a computer.
While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
Must have the ability to lift 15-25 pounds.
