Description

Vistra seeks a Cloud Architect and Infrastructure Lead (CAIL) to serve as the Government's primary design thought partner and customer experience strategist to the Military Community and Family Policy Outreach and Digital Enterprise Services (MODES III) contract in support of the Office of the Deputy Assistant Secretary of Defense (DASD) for Military Community and Family Policy (MC&FP). The Cloud Architect and Infrastructure Lead (CAIL) plays a critical leadership role responsible for the design, implementation, management, and continuous improvement of cloud-based infrastructure within the AWS GovCloud environment in support of Military Community and Family Policy (MC&FP) programs. The CAIL provides expert technical guidance to ensure secure, scalable, high-performance, and highly available IT systems aligned with DoD, DISA, U.S. Cyber Command, and MC&FP directives. The position requires close collaboration with Government stakeholders, cross-functional teams, and third-party partners, while delivering resilient cloud architectures and state-of-the-art DevSecOps and infrastructure automation practices. The CAIL maintains 24/7/365 system reliability and data security, proactively implements innovative technologies, and contributes to the strategic technology roadmap to advance organizational mission readiness and workforce effectiveness.

Key Responsibilities:
  • Design, implement, manage, and optimize secure, high-availability AWS GovCloud environments, including virtualization, databases, storage, networking, and backup solutions.
  • Oversee system administration functions, including installation, configuration, troubleshooting, tuning, and incident response for all cloud-hosted resources.
  • Develop, deploy, and maintain infrastructure automation and monitoring solutions using Infrastructure-as-Code (IaC), CI/CD pipelines, auto-scaling, and automated backup/recovery.
  • Lead cloud migration initiatives and support continuous modernization and innovation of applications and systems.
  • Ensure systems and architectures comply with all DoD, DISA, US Cyber Command, and MC&FP cybersecurity and privacy mandates, including implementing robust encryption, Zero Trust models, and documented controls.
  • Maintain authority over security credentials, vulnerability management, and disaster recovery planning.
  • Oversee capacity planning, cost optimization, and resource utilization by managing real-time monitoring, analyzing performance metrics, and implementing corrective actions as necessary.
  • Prepare and maintain all required documentation, SOPs, technical assessments, and after-action or status reports.
  • Serve as the main technical liaison to Government stakeholders, cross-functional teams, and third parties.
  • Drive knowledge transfer, lead technical workshops, coordinate change management, and foster a culture of continuous improvement and innovation.


Requirements

  • Minimum 6 years of DoD or Federal IT architecture and/or infrastructure experience.
  • Minimum 5 years supporting AWS GovCloud architecture and infrastructure.
  • Possession of one of the following active certifications: CGRC, Security+, CISM, CISSP, CASP+, or GSLC.
  • Minimum of a favorably adjudicated Tier 5 investigation.
  • Prefer bachelor's degree in computer science, IT, information systems, or a related field.
  • Prefers a minimum of eight years of experience analyzing, assessing, and implementing corrective actions based on vulnerability management and penetration testing.
  • Prefers minimum of eight years of experience supporting DoD defensive cyber operational activities, including, but not limited to, information system protection, defense, response (incident handling), reporting, and recovery.
