High profile government contract seeks a Senior Business Analyst with communication and writing abilities to support complex technological innovation throughout the agency. In this position you will work with technical development programs on behalf of the information technology directorate to ensure that all IT support is not only met but exceeded to enable the development of the most innovative technology in the country. In this fast-paced environment, you will not only require technical comprehension, but agile process and development understanding and an ability to work with all personalities including engineers, developers, cyber security experts, elite academics, active-duty military, and more. Attention to detail, flexibility, and self-motivation are also keys to success in this role.

Responsibilities

  • Serve as a supporting customer liaison from ITD to the Technical Office (TO). Complement TO SCA, PSO/PSR, and VIP Analyst to form a coherent Support Office team for DARPA Programs and PMs.
  • Create and manage projects from DARPA Programs to enable the missions, including IT Request cases, engineering tasks, and other domains within ITD. Coordinate product delivery across ITD, MSO, and external teams as required.
  • Maintain a thorough knowledge of TO portfolio and ITD's impact on Programs. Prospectively identify possible delays to milestones and communicate with Tech SETA and PM teams on pain points and needed capabilities.
  • Analyze and respond to Program Support Strategy (PSS) requests and meetings, and interface with ITD as required for Appendix generation. Attend PSS review meetings for all PIPs, and complete ITD requirements.
  • Curate a broad and deep knowledge base on all ITD services and systems. Field requests for information and process from TO personnel up through Office leadership both in person and on-network.
  • Build and maintain positive relationships within a context of power imbalances, often in contentious environments.
  • Demonstrate accountability in situations where technical tasks and resource prioritization are outside your control; manage significant expectations from competing parties on tight deadlines.
  • Attend Staff, SETA, and all other TO meetings as the sole ITD representative. Create and brief deliverables on active projects and operational priorities.
  • Manage aging Help Desk, Operations, Security, and other ITD team requests as part of the escalation chain. Navigate inter-team dynamics to assist the TO with resolving ITD issues as a priority without hierarchical or tasking authority.
  • Maintain reporting on all technical support activities related to assigned technical offices.
  • Report TO activities with ITD relevant aspects back to ITD on a regular and ad-hoc basis. Mirror the TO role and act as a liaison from the office to ITD leadership, creating and updating various reporting systems.
  • Work location and hours as required by TOs, including time zone impacts.
  • Other duties as assigned.

Qualifications

  • Bachelor's or master's degree in computer science, Engineering, Business Administration, Communications, Public Relations or related field.
  • 3+ years working as a Business Analyst or Product Owner experience in large-scale enterprise environments
  • TS/SCI clearance required


Knowledge, Skills and Abilities:
  • Business Analysis Expertise: Proven experience as a Business Analyst, demonstrating a strong understanding of business processes, data analysis, and financial modeling techniques.
  • Lean Business Case Development: Familiarity with developing Lean Business Cases and best practices for quantifying value, assessing risk, and justifying investment decisions.
  • Communication & Collaboration: Excellent written and verbal communication skills with the ability to effectively communicate with stakeholders at all levels.
  • Problem-solving and Critical Thinking: Strong analytical and critical thinking skills to identify challenges, evaluate alternatives, and recommend effective solutions.
  • Excellent communication, interpersonal, and collaboration skills, with the ability to build rapport, resolve conflicts, and drive consensus among stakeholders.
  • Analytical mindset with the ability to assess complex situations, identify root causes, and develop pragmatic solutions to address them.
  • Experience working with high side networks and performing work on classified networks.
  • Experience in project management, change management, organizational development, or related fields is a plus.
  • Proficiency in Agile tools and techniques for project management, collaboration, and tracking (e.g., JIRA, Confluence) is desirable.
