Responsibilities
Noblis MSD has an opening for a Workforce Development (WFD) Navy Training Specialist to provide professional support services for the Deputy Commander for Surface Warfare, SEA 21, Naval Sea Systems Command. Under this effort, the Navy requires Fleet Readiness support for Commander, Navy Regional Maintenance Center (CNRMC), its subordinate Regional Maintenance Centers (RMCs), and Surface Team One (ST1).
Navy Training Specialist would be responsible for development of training materials by using Naval Education and Training Command (NETC) curriculum standards and containing material derived from NAVSEA, CNRMC, RMC and Joint Fleet Maintenance Manual (JFMM) authoritative directives and policies.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Navy Training Specialist would be responsible for development of training materials by using Naval Education and Training Command (NETC) curriculum standards and containing material derived from NAVSEA, CNRMC, RMC and Joint Fleet Maintenance Manual (JFMM) authoritative directives and policies.
- Access applicable Navy Systems to include but not limited: Total Workforce Management System (TWIMS), and Corporate enterprise Training Activity Resource System (CETARS), Enterprise Navy Training Reservation System (ENTRS), Navy Maintenance Database (NMD) functions and Planned Maintenance System Management Information System (PMSMIS), Validation, Screening, and Brokering (VSB), Technical Assistance, Assessments, and Scheduling Information (TAAS), and Cancelation Deferral Notification System (CDNS)
- Oversee CNRMC's Workforce Development quality assurance and peer reviews on design plans and instructional materials.
- Develop and maintain tracking of the RMC Enterprise Workforce Development training team's work schedules to ensure work is completed within project and contract parameters.
- Manage, design and develop high quality print marketing material for naval courses.
- Manage, design and develop master course documentation or manuals according to applicable accreditation, certification, or other DoD and DoN requirements in support of training programs.
- Continuous Management of training programs, as well as the communication of projects requirements that provide organizational impact and improve Job Certification Requirements (JCR).
Required Qualifications
Applicants must have the following minimum skills and knowledge:
- Must be a U.S. Citizen
- Active DoD Secret security clearance
- Bachelor's Degree (or High School Diploma + 9 years)
- Minimum 5-10 years' relative experience with Navy Curriculum Development and Management
- Minimum 5-10 years' relative experience with Adobe Media Suite
- Minimum 5-10 years' relative experience gained because of in-depth experience and specialized knowledge in Naval Education and Training Command Policies and Standards
- Strong written and verbal communication skills and ability to communicate with customers at all levels of the organization in a professional, effective manner
- Outstanding briefing and presentation skills
- Must have knowledge in developing Training Materials using NETC curriculum standards to include Lesson Plans, Trainee Guides, Practical Guides, Reference Books, and Job Sheets
- Must have knowledge of Virtual Media (Adobe Captivate), an interactive media used for ILT, Virtual-ILT, and Computer-Based Training (CBT)
- Must have basic knowledge Adobe Dreamweaver, Adobe Flash, sound editing, XML, InfoPath, SharePoint, SharePoint Designer, CSS, PageMaker, Adobe Indesign, QuarkXpress, Adobe Photoshop, CorelDraw, Adobe Illustrator, Adobe After Effects, Adobe Premiere, CETARS, TWIMS
- Experience with Navy Surface Ship Maintenance/Modernization policies, Work Package development and Work Specification preparation and reviews
Desired Qualifications
- Over four years of experience with the previous and current CNRMC Professional Services contract.
- Able to write and speak professionally
- Able to speak to Senior Navy Personnel and large groups of people.
- Four or more years of leadership experience.
