Identity, Credential & Access Management (ICAM) Analyst

Position Description
The ICAM Systems Analyst position will provide Information Technology Risk and Analysis Services to the Headquarters Marine Corps (HQMC) Deputy Commandant for Information (DCI) Chief Information Officer (CIO) Information Command Control Communications Computers (IC4) Division. Services include providing a reasonable assurance that IT system process weaknesses can be prevented or detected early enough to mitigate and prevent an adverse impact on the organization. Identity, Credential, and Access Management (ICAM) subject matter expert (SME) with deep understanding and experience in federal identity policies, guidance, and technical implementations. You should be exceptionally familiar with ICAM enabling technologies (e.g. Microsoft (MS) Active Directory (AD), MS Azure, Radiant Logic, SailPoint, Ping, et al) in order to work with clients on formulating, designing, and evaluating architectures and technical solutions. Key activities you will be a part of include contributing to current and future-state DOD identity capabilities and related technology processes. You will help ensure ICAM compliance to federal (e.g. NIST) guidance and standards and provide expertise in support of government ICAM authorities (i.e. OSD/DISA), to internal and external stakeholders. You will also assist in Agile development efforts and will be part of a diverse team of SMEs supporting an enterprise-wide federal ICAM program

This position is Hybrid in Arlington, VA. Candidates must be able to work onsite 2-3 days per week.


Your future duties and responsibilities
. Display superior functional knowledge of task order-specific requirements.
. Demonstrate ability to focus on detailed requirements and reports to find issues.
. Resolve any data disparities and provide quality issues.
. Supervise systems and/or analytical projects.
. Conduct required systems analysis, phases of systems technology, and functional/user area operations.
. Provide recommendations on ICAM standards, policies, and technical implementations for the benefit of other program members.
. Translate complex technical issues to high-level messages targeted at non-technical stakeholders.
. Provide support for future ICAM enhancements, such as the adoption of Fast Identity Online 2 (FIDO) password-less standards.
. Provide overall ICAM governance support for MFA, Encryption, and Automated Dynamic Access Control (ADAC) work streams.
. Recommend lifecycle management for emerging technologies.
. Work with a variety of internal and external ICAM program stakeholders (both federal and commercial) to execute a strategic ICAM roadmap.
. Facilitate and support meetings with program team members and client stakeholders to drive ICAM future-state capabilities.
. Work cross-functionally across program teams.
. Author and review Knowledge-Based (KB) articles to disseminate knowledge to the rest of the ICAM program effectively.
. Perform continual improvement and risk management activities, including providing mitigation strategies.
. Participate in long-term planning and vendor engagement working sessions.
. Demonstrate a strong problem-solving mindset with the ability to perform stakeholder analysis for complex programs.
. Work closely with ICAM vendors, ensuring their products align with the ICAM ZTA roadmaps and presidential directives.





Required qualifications to be successful in this role
. Bachelor's degree in Accounting, Business, Finance, Supply Chain Management, Engineering, Computer Science, Information Systems, Administration, or other related business, scientific, or technical discipline.
. Ability to provide expert recommendations on USMC ICAM standards, policies, and technical implementations to enhance program effectiveness.
. Experience in supporting future ICAM enhancements, including the adoption of emerging technologies like Fast Identity Online 2 (FIDO) password-less standards.
. 8 years directly related professional experience, performing Systems Analyst-related tasks.
. Understanding of USMC Systems and Protocols: Familiarity with the specific systems, protocols, and security requirements used by the USMC is crucial. This includes knowledge of military-grade security measures and compliance with Department of Defense (DoD) standards.
. Operational Impact: Ability to assess how changes in ICAM policies and technologies affect USMC operations and ensure that security measures align with mission objectives.
. Experience with SailPoint, Radiant Logic, Ping Identity, or CyberArk
. DoD experience, preferably Marine Corps
. Ability to effectively communicate orally and written.
. Ability to multi-task and employ problem-solving skills.

Desired qualifications/non-essential skills required:
CPA/CDFM / CGFM / DoD FM preferred, not required.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $79,600.00 - $120,000.00.
