As a Manager of Subcontracts 2, located in Redondo Beach, CA, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one.

This position is contingent upon capturing program award(s) as well as obtaining and maintaining associated business and/or customer funding prior to start date.

Responsibilities:
  • Lead, mentor, coach, guide, motivate, challenge, train, and support team of subcontract administrators
  • Communication within GSC, Division, Program and business areas of procurement status and issues
  • Direct Supervision of staff, assigning work priorities and daily assignments necessary to support the program objectives
  • Provide direction to the team to ensure compliance with established policies and procedures, the work will be conducted in an IPT/SMT environment to ensure all aspects of the subcontract - cost, schedule, quality, and technical performance in support of program requirements and commitments are met
  • Co-locate with a multi-functional team and work closely with them to manage a portfolio of critical and complex subcontracts
  • Manage a team responsible for development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
  • Prepare bid packages, conducts bidder conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
  • Negotiate and coordinate additions, deletions, or modifications to subcontracts
  • Collaborate with Contract Administration and Purchasing to develop subcontracts policies and procedures
  • Prepare and present executive level presentations


Basic Qualifications:
  • Bachelor's degree with 8+ years of Supply Chain management, Subcontract management experience and/or Contract management experience, plus some leadership/management experience; 6+ years with a Master's or JD degree
  • Experience leading a team/process/project
  • Working knowledge of SAP and/or Costpoint
  • Must have the ability to obtain and maintain a U.S. Government DoD Top-Secret/SCI security clearance


Preferred Qualifications:
  • Experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments).
  • Experience with the proposal process, pricing instructions, terms and conditions and determine the adequacy of supplier proposals received
  • Experience managing suppliers or subcontractors with various program management techniques and tools, e.g., EVMS, IMS, RTGs, etc.

Primary Level Salary Range: $146,600.00 - $219,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
