Duties

DUTY 1: Manages all Communications and Information Activity. As the FAC, manages and has day-to-day oversight of all aspects of the communications and information function areas under the direction of the communications commander to include on station and deployable communications, telecommunications, communication-electronics, information assurance, information protection data, Local Area network (LAN), budget, small computer management, and information management support services (i.e., publications, forms, records management, Privacy Act, Freedom of Information Act, etc.) for the unit.

DUTY 2: Exercises supervisory personnel management responsibilities.Advises and provides counsel to employees regarding policies, procedures, and directives of management.

DUTY 3: Represents the Communications and Information organization. Establishes, develops, and maintains effective working relationships with other unit, instillation, host and higher headquarters personnel.

DUTY 4: Provides technical assistance and guidance to Communication-Information System users and contracting personnel.

DUTY 5: Coordinates with the host communications unit plans office on the Wing's C&I systems blueprint and Base Level Assessment (BLA).

BASIC REQUIREMENTS:

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

OR

EXPERIENCE: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

EXPERIENCE REQUIRED: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includesYour resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include providing communications and information management services for the wing. Plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of communications-computer systems, configurations, operations, applications, governing directives, and various security approaches to formulate and manage the communications-computer operations, including system administration, systems security, telecommunications, system operations and services etc.
  • Broad knowledge of deployable computer communications safety and components. As such, this position must have knowledge and understanding of the mission and responsibility of the gaining MAJCOM as well as the interrelationship between the two different command entities in order to effectively manage and plan resources.
  • Knowledge of Information Management programs: computer security (COMPUSEC), network security, communications security (COMSEC), emissions security (EMSEC) and Security Awareness Training and Education, (SATE); network security and the characteristics of the Local Area Network; Information operations and protect techniques.
  • General knowledge of public utility and customer responsibilities involving customer premise equipment, building codes and standards in order to coordinate on plans provided by the host STEM-B and/or host identified contractors.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization to meet program requirements and objectives within available resources.
  • Ability to communicate effectively, both orally and in writing. Knowledge of safety and security regulations, practices and procedures.

    • This is an Air Reserve Technician position. The incumbent is required to meet and maintain Air Force Reserve requirements.
