Are You a Costing Expert Who Thrives in High-Stakes Financial Environments?
QSSHire is supporting a cleared government partner in their search for a Financial Costing Analyst to join a fast-paced Working Capital Fund (WCF) oversight team within the Financial Plans & Analysis (FP&A) group. If you're known for strong financial acumen, credibility in costing, and the ability to turn Excel-based data into actionable pricing and planning insights, this role is tailored for you.
You’ll play a critical role in supporting accounting and FP&A functions through advanced costing and pricing analysis, helping leadership and WCF product owners drive budgetary and operational decisions that impact mission priorities. The ideal candidate brings sharp business judgment, direct WCF experience, and a background rooted in costing methodologies like Activity-Based Costing (ABC).
This is a 100% on-site position in Chantilly, VA, with an annual 1,860-hour commitment. You’ll be part of a secure and dynamic environment where your models, templates, and oversight reviews directly influence financial execution and resource planning across multiple WCF businesses.

In This Role, You’ll:
• Develop and maintain Excel-based costing and pricing models for WCF products and services, including reusable financial templates for business-unit submissions.
• Provide FP&A oversight and analysis across WCF product lines, including spending authority, capital planning, pricing (ABC/cost), and budget-to-actual performance.
• Review and validate WCF business submissions, ensuring assumptions, formulas, and cost structures are accurate and traceable.
• Utilize Activity-Based Costing (or equivalent methodologies) to model resource consumption, support pricing strategies, and improve cost recovery.
• Deliver clear, data-driven briefings and financial deliverables for senior leadership and stakeholders.
• Ensure alignment with client-specific internal financial guidelines and systems, supporting accurate reporting and compliance.
• Act as a strategic partner to WCF business units, providing review, analysis, and assistance as needed while maintaining the oversight role.

You’ll Succeed Here If You Have:
• An active Full Scope Polygraph (FSP), this is required.

• 5+ years of experience as a Business Analyst, Financial Analyst, Costing Analyst, or similar role in a costing/pricing or FP&A capacity.
• Hands-on experience supporting Working Capital Funds (WCF) or equivalent government cost-recovery frameworks, ideally tied to financial planning and analysis.
• Advanced Excel proficiency (must-have): building complex spreadsheets, incorporating formulas, creating pivot tables, and producing graphs/visualizations for WCF submissions and oversight templates.
• Credibility leading cost model development and financial template creation from concept through implementation.

Bonus Points If You Have:
• Background in Activity-Based Costing (ABC) or similar costing methodologies.
• Experience supporting federal government clients or programs.
• Prior work within sponsor finance, budget, or accounting offices, with exposure to internal, client-specific financial systems.
